Org. Setting and Reporting

The Independent Investigative Mechanism for Myanmar (IIMM) was established by the Human Rights Council in its resolution 39/2, adopted on 27 September 2018. The creation of the IIMM was welcomed by the General Assembly in its resolution 73/264, adopted on 22 December 2018. This position is located in Geneva, Switzerland within the IIMMs Collection, Analysis and Sharing Section (CASS). This position will report to a Team Leader in CASS.

Responsibilities

Fulfillment of the responsibilities of this position requires engagement with material and/or information that may be graphic and distressing. Within delegated authority, the Information Analyst (Open Source) will be responsible for the following duties:

  • Leads the implementation of the IIMM’s open source investigation strategy and methodology, including the collection and analysis of open source information, and the development and updating of protocols and procedures;
  • Supervises the work of open source analysts, ensuring the technically and legally sound execution of research, investigations and analysis based on open sources and related to alleged serious international crimes and violations of international law;
  • Works closely with the IIMM’s Information Systems Management Section to ensure efficient collection, processing and storage of open source information and evidence;
  • Ensures the accurate and timely production of analytical reports for internal workflows, investigation plans, and sharing packages;
  • Identifies, analyzes, and interprets trends or patterns in information from open sources and non-open sources to assist in investigation plans and strategies;
  • Ensures that the open source evidence, information, and investigations complements traditional investigative activities;
  • Identifies the latest technology, tools, and methodologies with respect to open source investigations and implements them into existing workflows;
  • Contributes to and drafts reports for donors supporting specific open source projects;
  • Performs other related duties as required. Competencies PROFESSIONALISM: Sound knowledge of open source investigations, particularly in the context of international criminal law, international humanitarian law, human rights, peace and conflict issues or investigative journalism; Strong analytical skills and experience in open source information discovery, verification, analysis, collection and management; Strong drafting and editing skills with proven ability to transfer open source information and work products into analytical reports and investigations; Ability to propose new open source investigations, analytical products and provide relevant advice; Demonstrates professional competence and mastery of subject matter; Knowledge and understanding of theories, concepts and approaches to open source investigations, including the most advanced methods, software and other technology; Ability to problem solve and deal with large amounts of complex open source content for coordinating investigations, research and analysis; Ability to coordinate with many different stakeholders, to develop and foster collaboration and contacts; Ability to work well in a multicultural environment; Shows pride in work and in achievements; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; Is motivated by professional rather than personal concerns; Shows persistence when faced with difficult problems or challenges; Remains calm in stressful situations; Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work. Education Advanced university degree (Master’s degree or equivalent) in criminology, criminal investigations, computer science, information management, data privacy, conflict or security field, political science, international relations, journalism, law or related field is required. A first-level university degree in one of these fields in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Job – Specific Qualification Not available. Work Experience A minimum of seven years of progressively responsible professional experience in open source investigations and analysis is required. At least three years of experience conducting digital open source investigations and analysis involving serious international crimes (such as genocide, crimes against humanity and war crimes) or serious human rights violations in a national or international criminal investigation body is required. Experience supervising or managing a team of open source researchers or investigators is required. Experience producing and reviewing analytical work products is required. Experience working in open source analysis related to Myanmar is required. Experience training researchers is desirable. Languages English and French are the working languages of the United Nations Secretariat. For this job opening, English is required. For the position advertised, English is required. Either Burmese or Kachin or Chin or Rakhine or Rohingya or Shan languages is desirable.
