Org. Setting and Reporting
The temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The incumbent will perform the following duties: Provision of advice to the senior management on aviation safety matters. Supports in the development and management of the Mission Aviation Safety Programme. Supports in the development and management of the Mission aviation hazard and risk management and safety assurance. Supports and assists in the development and management of the Aviation Emergency Response Plan. Supports on the coordination with the host country civil and military aviation authorities. The temporary position is based in Port au Prince and is located in the Aviation Safety Unit of the Office of the Director of Mission Support. The incumbent will report to the designated official Chief of Unit, Aviation Safety.
Responsibilities
Within delegated authority, the Aviation Safety Assistant, FS-5 will be responsible for the following duties: Participating and supporting in the development and implements the Mission Aviation Safety Programme (MASP). Participates in the development and implementation of the Aviation Emergency Response Plan (AERP) and ensures that it is communicated to all officials concerned. Supports the coordination and organization of aviation safety drills and exercises required by the MASP. Monitors and advises on the integration of Aviation Risk Management into UN aviation activities. Supports in conducting Safety Assurance activities to include Monitoring and Measuring the Safety Performance Indicators (SPIs). Proposes the required corrective and preventive measures, develops aviation safety recommendations and communicates them to the officials concerned. Supports during/or investigates aviation occurrences and hazards involving UN air assets and related aviation activities. Attends, when designated as UN DOS representative, to state investigations of accidents and serious incidents involving UN air assets and equipment. Identifies, analyzes and monitors trends that may affect the safety of UN aviation activities. Participates in initial and recurrent aircraft inspections and participates in the performance evaluations of civilian and military air operators. Conducts safety assurance assessments and inspections of airfields and helicopter landing sites and associated services and facilities, internal and contracted. Maintains the aviation safety database active and ensures that information is recorded and processed in accordance with the established procedures and deadlines. Provides safety briefings to personnel involved in UN aviation activities. Supports on the organization and conduct of Mission Aviation Safety Council meetings. Drafts Safety Bulletins, Newsletters and consolidated Reports. Coordinates with other UN agencies and host county civilian and military aviation authorities on the aviation safety matters. Performs other related duties as required.

Education
High school diploma or equivalent is required.
Job – Specific Qualification
Training and certification in safety management is required. Training as an aviation internal auditor or as accident investigator is desirable.
Work Experience
A minimum of five (5) years of progressively responsible experience in air transportation, air traffic control operations, aviation safety or aviation engineering, with at least one (1) year at the international level is required. At least one position as an Aviation Safety Officer is required with expert knowledge in the technical field of aviation safety management and accident investigation and prevention and experience in the use of lCAO Standards and Recommended Practices. Experience in the United Nations system or a comparable international organization, involved in international operations in a post conflict environment is desirable.
