The United Nations Joint Staff Pension Fund (UNJSPF) was established in 1949 by the United Nations General Assembly to provide retirement, death, disability, and related benefits for staff of the United Nations and other member organizations of the Fund. UNJSPF administers benefits of more than 80,000 beneficiaries residing in more than 190 countries, paid in 18 currencies, and services more than 150,000 participants who work in the 25 member organizations of UNJSPF. The Fund has offices in New York (United States) and Geneva (Switzerland) and two liaison offices in Nairobi (Kenya) and Bangkok (Thailand), respectively. The United Nations Joint Staff Pension Fund-Pension Administration (UNJSPF-PA) comprises about 278 staff from diverse countries and cultures, based across four prominent duty stations (New York, Geneva, Bangkok, and Nairobi). This position is located in the Enterprise Operations Section (EOS) of the Information Management Systems Service (IMSS) within the United Nations Joint Staff Pension Fund-Pension Administration (UNJSPF-PA). EOS is responsible for the provision of information and communication technology services, such as website, database, platform services, network maintenance, desktop management, and application support. The incumbent reports to the Head of the Infrastructure Team within EOS.
Responsibilities
Within limits of delegated authority and depending on location, the Associate Information Systems Officer may be responsible for the following duties:
- Manage projects involving feasibility studies, systems analysis, design, development and implementation of new, moderately complex systems, and/or participate as a member of a development team with responsibility for major components of the more complex systems in a cloud-based environment.
- Develop detailed system and other functional specifications and user documentation for major systems involving SharePoint, Power Platform, and Robotic Process Automation (RPA).
- Provide specialized advice to users, analyzing users’ requirements and translating these into new applications; determine application systems integration and linkage issues.
- Maintain, upgrade or enhance existing user systems; troubleshoot and provide continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc.
- Develop and maintain computer programs that require integration of many interrelated systems and program elements; ensure appropriate data security and access controls considering both local and wide area issues.
- Organize and perform unit and integrated testing, designing and utilizing test bases; assist users in acceptance testing.
- Develop training materials, operating and user manuals; train staff in assigned systems.
- Develop disaster recovery plans and ensure appropriate planning and training of those responsible.
- Research, analyze and evaluate new technologies and make recommendations for their deployment.
- Participate in writing reports and papers on systems-related topics, system requirements, information strategy, etc.
- Facilitate communications between IMSS/EOS and its clients for good client relations. Serve as coordinator in the development of Service Level Agreements (SLAs) between the client and IMSS/EOS, for either specific IT services or general technology support, including any chargeback mechanisms.
- Handle all aspects of contract administration, including establishment of SLAs with vendors and chargeback policy for users.
- Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
- Provide guidance to, and may supervise, new/junior staff, consultants, etc. Competencies
- PROFESSIONALISM: Knowledge of information technology/information management, particularly in systems analysis, database design and programming. Knowledge of several high-level programming languages and significant exposure to and demonstrated proficiency in all aspects of programming and analysis, including structured/object-oriented design, relational systems, scripting and query languages, document design and management, hardware and software requirements, systems facilities and execution protocols. Strong analytical and problem-solving skills, to include proficiency in the development and implementation of systems of moderate size/complexity. Knowledge of interactive systems; good knowledge of the organization’s information infrastructure and IT strategy as it relates to user area(s); independently maintains assigned systems and develops innovative approaches to resolve a wide range of issues/problems. Ability to analyze and interpret data in support of decision-making and convey resulting information to Management.
