Full Job Description

Org. Setting and Reporting

The International Court of Justice is the principal judicial organ of the United Nations. It is composed of 15 judges, elected by the General Assembly and the Security Council. The Court has a twofold role: first, to settle, in accordance with international law, legal disputes submitted to it by States; and, second, to give advisory opinions on legal questions referred to it by duly authorized United Nations organs and specialized agencies. The Court is the only principal organ of the United Nations not serviced by the Secretariat. The Court has its own administration, the Registry, which provides judicial support to the Court and acts as a permanent administrative organ. The Registry is headed by a Registrar, elected by the Court. The incumbent is appointed by the Registrar with the approval of the President (Rules of Court, Art. 25). This position is located in the Registry’s Archives, Indexing and Distribution Division and the incumbent reports directly to its Head.

Responsibilities

Within delegated authority and under the direct supervision of the Head of Division, the Digital Information Management Assistant will be responsible for ensuring the effective management of digital systems and workflows for management of the records and historic archives of the Court. The Digital Information Management Assistant takes the lead on ensuring standardize metadata is applied to the digital records, digital historic archives and digital official documents (distributions).In particular, the incumbent will: 1) Administer the information management systems of the: a) Distribution Portal, the digital information management platform for distribution of official documents, and b) ARC-DAC (Archives Repository of the Court/Depot des archives de la Cour), the digital information management platform with all historic and legacy archives and records of the Court. – Perform governance of both systems, such as monitoring updates, conducting quality assurance, ensuring settings are correct and coordinating with IT for major updates and technical issues. – Manage and update PnP modern search, HTML templates, content types, term store and security settings of the systems. – Establish and monitor digital records retention; and – Ensure standardization of descriptive metadata for access. 2) Provide training and outreach support to Registry personnel and Members of the Court on the Distribution Portal and ARC-DAC and research of the archives in general. Develop presentation materials and teaching tools available through the Archives Division intranet site. 3) Provide research support for historic content and records in ARC-DAC. 4) Manage users’ permissions of both ARC-DAC and Distribution Portal. Monitor the onboarding and separation of new staff members, Members of the Court, judges ad hoc and establish permissions for access to systems. Coordinate with IT to ensure roles and profiles are created and access monitored on an ongoing basis to ensure strict adherence to information security standards. 5) Support the Head of Division in defining technical requirements for information management services and tools, researching vendors and service providers, assessing offers, coordinating with selected vendors and establishing vendors’ performance reports. 6) Provide statistics of site usage using PowerBI to adapt services to actual use and serve as workload indicators for reporting to the General Assembly.

Education

High school diploma or equivalent is required.

Job – Specific Qualification

Advanced training in the field of archives, records management or information systems is required. IT Systems Administration training and specifically in 365/SharePoint is required. Training and knowledge of digital archives preservation, electronic records management system administration is desirable. General knowledge of international law and legal terminology is desirable. Professional training in archives and records management such as through organizations like AIIM, ICA or ARMA or another post-secondary institution is required.

Work Experience

At least 7 years experience in the archives and records management field, including electronic records and document management systems, integrated library systems and/or content management systems, are required. A first level degree in the field of Information Science, Library Science, Archives Management, Information Management would count towards two years of experience. Experience working with digital records is required. Experience cataloguing documents in both English and French is required. Advanced experience in Sharepoint or similar platform as an administrator or superuser is required. Experience in developing a digital preservation staging and ingest workflow is desirable.

Languages

English and French are the official languages of the Court. UN Level III (Advanced) in one of these languages is required. UN Level II (Intermediate) in the other language is required and UN Level III (Advanced) in that language is desirable. Knowledge of other official languages of the United Nations would be an asset.
