In the Philippines, WFPs efforts are guided by its work outlined in the Philippines Country Strategic Plan (CSP) 2024-2028. WFP focuses on strengthening government systems at the national, local government unit and Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) levels to further build the resilience of vulnerable individuals and communities.

These strategic objectives are framed within the context of the Philippines being on the verge of becoming and upper-middle income country, while at the same time being one of the worlds most disaster-prone countries. Disasters remain a leading cause of hunger, affecting all aspects of food security: economic and physical access to food, availability and stability of supplies, and nutrition.
While WFP Philippines maintains a strong capacity to respond directly when significant shocks occur, the overall emphasis of the Country Office lies on systems strengthening (disaster risk management, social protection and food systems) at national, LGU and BARMM levels. WFP utilizes its field operations expertise to support the Government in delivering on key food programmes linked to its mandate and the CSP, including supporting the conceptualization and roll out of national priority programmes such as Walang Gutom 2027 and LAWA (Local Adaptation to Water Access) at BINHI (Breaking Insufficiency through Nutritious Harvest for the Impoverished) and modelling globally proven programmes such as home-grown school feeding linking local smallholder farmers production to the institutional demand of school meals programmes. WFP engages at the national level on policy dialogue, supporting legislative advances in areas such as school meals, anticipatory action and rice fortification.

JOB PURPOSE:
WFP is seeking an Agrometeorologist to support WFP and its technical assistance to the Government in weather and climate data analysis, tailored agromet advisories and forecast models, and weather and climate risk informed scenario planning. The jobholder will provide expert technical advice to WFP and the Government in enabling governments, partners and communities to interpret weather and climate information effectively and take timely, informed decisions for resilience building, and anticipatory action, and climate services.
KEY RESPONSIBILITIES (not all-inclusive nor exhaustive):
The Agrometeorologist will work under the direct supervision of the Head of Climate Change and Resilience unit and with overall guidance from the Head of the Programme. The jobholder will work in close coordination with the Head of the Research, Analysis and Vulnerability (RAM) Unit and the Emergency Preparedness and Response team. The key activities proposed during the assignment are as follows. (Not all-inclusive, within delegated authority):
Support the Government (especially PAGASA) to develop localized early warning triggers and thresholds, supporting anticipatory action, shock-responsive social protection, climate services, resilience building, and disaster risk financing strategies.
Co-design tools, guidelines, and conduct workshops with multiple technical and operational agencies (PAGASA, DENR, DA, DAR, DILG, DSWD; MAFAR, MENR, MILG, MSSD), ensuring that community feedback and agrometeorology aspects are fully integrated, to integrate agrometeorology aspects into climate resilience and climate risk management programmes, strengthening government and partner capacities to interpret and take informed decisions and appropriate actions based on weather and climate information, to manage the risk in the agriculture sector.
Explore integration of vulnerability and exposure analysis with early warning products to assess the potential impacts (impact-based forecasting), and to guide operational planning and decision-making in collaboration with Government.
Provide technical recommendations on planting calendars, crop selection in collaboration with Agricultural Livelihoods Specialist and Smallholder Agricultural Market Support teams. This will supplement the data analysis on the Climate Change and Food Security Analysis (CCFSA).
Co-design last-mile climate services with technical and operational government agencies that translate forecasts into actionable guidance for farmers and communities, including training on adaptive strategies for El Nino/La Nina events.
Assess climate impacts on crop yields and food security (historical and forecast-based), including loss and damage analysis, and share findings to inform resilience programming and policy.
Produce climate bulletins, agromet advisories, technical briefs, and knowledge products to support evidence-based decision-making, in collaboration with government and partners. Including, collaborating with the RAM unit in analysis of seasonal climate outlooks and of event-specific forecasts and risk maps for droughts, floods, and typhoons to inform WFP operational planning.
