Position Title: Partnership & Communication Officer

Contract Type: International Consultant/ Level I

Duty Station: Monrovia, Liberia

Duration : 11 months

Reporting Line: Post holder reports to the Country Director

Partnership Management & Resource Mobilization

Implement the partnership workplan to strengthen and diversify WFPs portfolio by identifying opportunities for engagement with government, UN, private sector and other relevant actors, ensuring alignment with WFPs strategic objectives.

Conduct partner profiling, data analysis and outreach to maximize resource mobilization and policy support, ensuring partner visibility requirements and reporting obligations are met.

Gather and synthesize partner intelligence, including sociopolitical insights and funding trends, to inform WFPs positioning and provide recommendations to senior management on engagement strategies.

Draft and coordinate highquality partnership products including concept notes, proposals, investment cases, and donor reports by engaging with programme, M&E, supply chain and other CO units.

Facilitate effective communication with partners, flagging strategic issues and proposing options for nurturing trust and enhancing collaboration.

Contribute to the preparation or revision of partnership agreements, joint strategies and MoUs, ensuring coherence with corporate guidance and donor requirements.

Serve as Head of the Partnerships & Communications Unit, overseeing work planning, task allocation, quality assurance and workflow management.

Provide technical guidance to colleagues across the CO on partnership engagement, communications standards, donor visibility and reporting requirements.

Communications, Visibility & Media Relations

Implement the country office communications plan to strengthen WFPs visibility, reputation and advocacy efforts, ensuring alignment with regional and corporate communication strategies.

Produce and coordinate highquality communications materials including humaninterest stories, press releases, photos, videos, talking points and digital content to support media engagement, donor visibility and fundraising.

Lead content generation for social media platforms, ensuring strategic messaging, brand consistency and increased audience engagement.

Maintain and expand relationships with journalists and media outlets; respond to media queries and proactively pitch content to enhance accurate and timely coverage of WFPs work.

Monitor and analyse traditional and social media trends to inform communications approaches, mitigate reputational risk and adjust messaging as needed.

Coordinate with internal teams and external stakeholders (including UN agencies, government bodies and NGOs) to ensure coherent and aligned communication efforts.

Support emergency communications preparedness and response, ensuring rapid, accurate information sharing and visibility during crises.

Reporting & Operational Information Management (OIM)

Coordinate the preparation of highquality corporate and donor reporting products including the Annual Country Report (ACR), country briefs, situation reports and thematic reports ensuring accuracy, coherence and compliance with WFP standards.

Ensure the application of standard OIM & Performance Reporting procedures and templates to promote quality, consistency and timely information flow across the CO.

Collate, analyze and communicate Essential Elements of Information (EEI), political/humanitarian analysis and internal/external data to inform evidencebased decisionmaking.

Coordinate closely with programme, M&E, logistics, RM, and other units to ensure alignment of data, narratives and performance information used in reports and visibility materials.

Engage with UN agencies and humanitarian partners to ensure coherent and complementary information products and narrative consistency.

Support OIM and reporting capacity strengthening across the CO, contributing to staff training and guidance on reporting standards, quality assurance and information workflows.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

Demonstrated understanding of government, donor and corporate priorities , with experience supporting or contributing to the development of multistakeholder partnerships.

Experience identifying and pursuing new partnership opportunities , contributing to the design of tailored engagement approaches and supporting efforts to expand or scaleup existing collaborations.

Practical experience supporting resource mobilisation processes , including drafting or coordinating donor proposals, negotiation inputs, and providing quality support to senior managers.

Minimum of 3 years of relevant experience is required.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education:

Advanced University degree in Communications, Journalism, International Relations, Political Science, International Development, Development Economics, Marketing, Public Relations, or other relevant field. Or a First University degree with additional years of relevant professional experience and/or training courses.

Language:

International Professional: Fluency (level C) in English language required.
