RESPONSABILIDADES (No todo incluido, ni exhaustivo):

El/la titular del puesto rinde cuentas al Oficial Nacional de Politicas y Programas y de forma general rinde cuentas al Director Adjunto de Pais, y es responsable de las siguientes funciones:

Proporcionar apoyo tecnico y asistencia en la elaboracion e implementacion de diversos procesos y actividades dentro de su esfera de trabajo, en armonizacion con las politicas y directrices generales de programas.

Proporcionar apoyo especializado para la gestion de proyectos a programas especificos para garantizar que las diversas actividades se lleven a cabo teniendo en cuenta las metas establecidas y aplicando las politicas y procedimientos del PMA.

Dentro de la esfera especifica de responsabilidad, elaborar una serie de informes y analisis de datos (p. ej., sobre las necesidades de asistencia alimentaria, la utilizacion de recursos, la marcha de los programas o las realizaciones) y poner de relieve las tendencias y aspectos problematicos, velando que los resultados cuantificables se adhieran a las normas institucionales y superen el control de calidad.

Realizar una labor minuciosa y oportuna del registro de datos en el marco de la esfera tecnica de su actividad (p. ej., programas de asistencia o analisis de la seguridad alimentaria y la vulnerabilidad), garantizando la coherencia de la informacion que se presenta a los interesados.

Mantener el contacto con sus homologos internos para sostener la colaboracion, implementacion y el seguimiento eficaz de las actividades de los proyectos en curso.

Coordinar y comunicar con los asociados, organismos, ONG e instituciones publicas a nivel local para realizar analisis minuciosos de la situacion de seguridad alimentaria y garantizar la entrega eficiente de asistencia alimentaria.

Prestar apoyo al fortalecimiento de capacidades del personal del PMA, socios cooperantes y gobierno nacional en la esfera tecnica especifica de que se trate.

Servir de punto de contacto para la resolucion de toda una serie de consultas y problemas operacionales en el marco de una determinada esfera tecnica de responsabilidad.

Supervisar y/o revisar el trabajo de otros funcionarios de apoyo, proporcionando asesoramiento y orientacion practica, para contribuir a alcanzar los objetivos de conformidad con las normas y plazos convenidos.

Seguir las practicas estandar de preparacion en emergencias para asegurar que PMA este en condiciones de responder rapidamente y enviar los recursos necesarios a las zonas damnificadas al comienzo de una crisis.

OTRAS ACTIVIDADES ESPECIFICAS DEL PUESTO

Realizar estudios de vulnerabilidad, que permita asegurar la consistencia de los metodos y calidad de los productos RAM.

Preparar mapas tematicos geo-referenciados usando sistemas de informacion geograficos.

Elaborar materiales tecnicos sobre seguridad alimentaria y vulnerabilidad, basados en el analisis e interpretacion de informacion primaria y secundaria.

Participar en iniciativas inter agenciales a traves de: participacion en todos los mecanismos de coordinacion de la seguridad alimentaria (donantes, agencias y socios, gobierno) Apoyar y actualizar la estrategia de focalizacion en la oficina de pais, haciendo perfiles de medios de vida y otras vulnerabilidades en conjunto con programas.

Liderar los espacios de coordinacion inter agencial relacionados a seguridad alimentaria y brindar asesoramiento en la clasificacion integrada en fases.

Trabajar con una gran variedad de personas, recabando retroinformacion, cuando proceda, para ayudar en la prestacion de apoyo operativo al personal.

CALIFICACIONES Y EXPERIENCIA REQUERIDA:

Educacion:

Finalizacion del ciclo de educacion secundaria. Deseable contar con estudios de pregrado en las carreras relacionadas a asuntos internacionales, o economia, o nutricion/salud, o seguridad alimentaria, o geografia, u otro campo relacionado con la ayuda al desarrollo.

Experiencia:

Al menos seis anos de experiencia de trabajo con equipos tecnicos (ej. Nutricion, analisis y cartografia de la vulnerabilidad (VAM), etc),

Ha contribuido a la implementacion de programas.

Ha asistido como observador a debates de politicas o ha ayudado a organizarlos.

Competencias

Conocimiento de MSOffice.

Conocimiento del ciclo de programas y asistencia alimentaria.

Conocimiento amplio de los ambitos de especializacion (ej. Georeferenciacion, estudios de vulnerabilidad, elaboracion de material tecnico)

Conocimiento de politicas de gobierno.

Habilidades:

Tacto y cortesia para intercambiar informacion en ambiente multicultural.

Capacidad para detectar discrepancias de datos y resolver los problemas que requieren atencion.

Idiomas:

Dominio hablado y escrito (nivel C) de idioma espanol y conocimiento laboral (nivel B) del idioma ingles.
