ORGANIZATIONAL CONTEXT:
With reference to the upcoming 2026-2029 Country Strategic Plan (CSP) Strategic Outcome 2, Targeted populations in Iraq have more resilient livelihoods and benefit from improved food systems by 2029 WFP is currently engaged in designing and implementing innovative programmes in a participatory and inclusive manner to support the targeted beneficiaries and communities within vulnerable governorates in Iraq. Within this strategic outcome, climate adaptation, Climate information services (Early warning & anticipatory action planning ) and value chain support have been identified as key factors for building resilient livelihoods and sustainable food security. Within the new CSP, the PPO Resilience is called to support WFP programme efforts to upscale successful resilience interventions focused on the enhanc ing climate adaptation and strengthening community food systems . With particular focus on groups mostly exposed to vulnerabilities the PPO will support inclusive and gender transformative interventions through a comprehensive and partipative approach. The PPO will suppor WFP Iraq programme to align with national priorities under the UN Sustainable Coordination Framework 2025-2029 supporting WFP coordination with govenrment institutions and national stakeholders to unlock regional and international financing mechanisms to advance its Resilience agenda.
JOB PURPOSE:
Under the supervision of SO2 Outcome Manager, WFP Iraq is seeking a qualified programme policy officer to support its implementation of climate resilient interventions within targeted governorates in the country. Such activities include, but are not limited to:
Providing technical support on ecosystem-based adaptation (EbA) interventions grounded in climate risk analytics.
Enhance national institutional capacity to use climate information services (CIS) for early action, climate risk management and adaptive planning.
Strengthen design and implementation of anticipatory action systems informed by climate and hazard data.
Facilitate engagement with Development finance institutions (DFIs) to mobilize, structure and report financing for climate resilience investments.
ACCOUNTABILITIES/RESPONSIBILITIES:
Support the development and operationalisation of anticipatory action frameworks, including hazard morning, forecast based triggers and early action protocols with national designated line ministries.
Translation of climate, hydrological and agrometeorological data into decision making information for project level planning and implementation.
Support integration of Early Warning for All (EW4ALL) pillars into operational programming
Provide technical support to the design and implementation of EbA interventions including, watershed restoration, wetlands and phytoremediation systems, rangeland and soil restoration and afforestation, agroforestry and green infrastructure
Support development of theories of change, cost benefit analysis and resilience metrics for EbA investments to ensure interventions are climate risk informed, economically viable and socially inclusive.
Support in implementation and reporting with DFIs supported projects while also engaging on resource mobilization through presenting innovative investment cases.
Policy, institutional capacity and coordination with government, sub-national and research counterparts on climate adaptation, disaster risk reduction and climate finance readiness.
Provide project management and guidance, liaising with other teams and to provide cross-functional support.
Coordinate and oversee the implementation of WFP-supported programme in collaboration with the relevant line ministries and coordination partners.
Provide technical guidance and quality assurance on the delivery of training programmes, ensuring adherence to WFP standards and best practices.
Contribute to preparedness actions, providing technical recommendations and guidance and monitoring the management of risks.
Support the monitoring and evaluation of activity the outcomes on the beneficiaries livelihoods and food security.
Contribute to the preparation of accurate and timely narratives on programs and activities and consistently presenting information to WFP management and the stakeholders.
Facilitate linkages between the supported and beneficiaries with the private sector opportunities, civil society, and other stakeholders to support sustainable livelihoods

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
First Level (Bachelor) or Advanced University Degree (Master) in Natural Resource management, Environmental science, Development studies, Environmental Engineering , Project Management, Social Sciences or similar fields.
Experience:
At least 3 years of relevant experience (for advanced degree holders, and 5 years for bachelor holders) in development work in supervisory roles with a focus on implementation and coordination, preferably with specialized experience in capacity development projects
Languages:
Fluency (level C) in English language and Arabic. Knowledge of Kurdish or a second official UN language is desirable.
