PATH seeks a Veterinary Infectious Disease Surveillance Advisor for the

STRengthening Infectious disease DEtection Systems (STRIDES) Project. The global project will support and strengthen surveillance, detection and analytical capacity of infectious diseases across both human and animal health. In Indonesia, this work will be almost exclusively focused on zoonotic pathogens and infectious disease surveillance of animal populations. The advisor will support the implementation of surveillance activities under the STRIDES program, including animal health and zoonotic disease surveillance in coordination with the Ministry of Agriculture and other GHS partners.

The Veterinary Infectious Disease Surveillance Advisor must meet or exceed the required qualifications listed below. This individual should be a subject matter expert who will assist with the technical surveillance aspects of the project, including developing and implementing policies and processes, and ensuring quality delivery of service on surveillance activities in Indonesia.

Responsibilities include:

Lead the development, coordination, and implementation of the surveillance activities in the programmatic workplan which involves integrated surveillance across animal and human health surveillance system for priority zoonotic diseases.

Work with Government of Indonesia counterparts to develop, refine, and implement activities around the infectious disease surveillance for zoonotic pathogens.

Strengthen national and subnational animal and human infectious disease surveillance capacity.

Coordinate and work with a diverse group of organizations with leadership and technical officers, such as ministries of health, ministry of agriculture, district health staff, international and national development partner organizations, etc.

Support the Government of Indonesia in strengthening multisectoral surveillance approaches including Joint Risk Assessment (JRA), Four-Way Linking, and event-based and indicator-based surveillance systems.

Demonstrate good judgment in selecting methods, techniques, and evaluation criteria for obtaining solutions, with little supervision.

Provide input on national guidelines and normative policies for subject matter areas of expertise.

Serve as a technical expert on animal and human disease surveillance aligning with Joint External Evaluation results, International Health Regulations, and other global guidelines.

Facilitate technical working groups to strengthen multisectoral collaboration and data-sharing frameworks (e.g. iSIKHNAS, EWARS, SIZE).

Coordinate with technical and programmatic staff members to ensure that activities are performed as per award requirements and consistent with policy.

Support internal learning and development of infectious disease surveillance activities within PATH.

Required qualifications and experience:

Masters degree or its International Equivalent in Knowledge/Information in epidemiology, public health, veterinary medicine or related field from a recognized institution. Veterinary qualifications and/or experience in zoonotic disease management are highly preferred.

At least 10 years of relevant international experience in activities related to the application of epidemiological principles and methods in the design, implementation and management of surveillance systems; epidemiological analysis; training; and research.

Experience working on large USG-funded projects or technical implementation.

Experience working in public health and/or animal health surveillance systems, preferably related to zoonotic diseases or emerging infectious diseases.

Experience working with and implementing iSIKHNAS, EWARS, and SIZE surveillance systems.

Demonstrated ability coordinating staff across multiple projects simultaneously.

Strong experience in One Health, zoonotic diseases, surveillance systems, public health, and outbreak investigation and control in Indonesia.

In depth knowledge of, and practical expertise in, public health issues and trends, epidemiological theory, principles and practices and surveillance techniques, systems and procedures.

Knowledge and skills in supporting cooperation among countries for health development in the areas of epidemiology, surveillance and response.

Ability to work in a complex environment with multiple tasks, short deadlines, and an emphasis on quality.

Strong analytical skills, and experience with DHIS2 use and tool development.

Relevant publications, presentations, reports, and manual/tool development.

Prior work experience in a non-governmental organization (NGO), government agency, or private organization

Prior experience in animal health, zoonotic diseases, or multisectoral collaborations required.

English proficiency required.

Willing to travel within Indonesia up to 25%.
