PROJECT OVERVIEW :

The Meeting Targets and Maintaining Epidemic Control (EpiC) project is a global health initiative funded by the U.S. Department of State, running from 2019 to 2027. In the Philippines, EpiC has two workplans each with its own technical scope and budget, one focused on achieving HIV epidemic control and one focused on strengthening global health security (GHS). The role outlined in this job description supports EpiCs GHS workplan.

EpiCs GHS workplan aims to strengthen national, subnational, and local capacities for the prevention, detection, and response to public health emergencies, including pandemic preparedness. Support is delivered across multiple technical areas, including Zoonotic Diseases, Biosafety and Biosecurity, National Laboratory Systems, Surveillance, Public Health Emergency Management, Infection Prevention and Control (IPC), and Evidence-Based Public Health Messaging. All activities and sub-activities under each technical area are aligned with and informed by national priorities and strategies, including the National Action Plan for Health Security (20252030), the National Framework of the Philippine Health Laboratory System (PHLS), and the National Laboratory Strategic Plan (NLSP) 20252030.

JOB SUMMARY :

Provides final authorization and approval of the technical portions of proposals and project design, based on the design and direction set by technical leadership. Contributes to new business development initiatives including project design, budgeting, and recruitment efforts.

The Biomedical Engineer will provide specialized technical leadership to strengthen the safety, functionality, and resilience of health facility engineering systems that are critical for outbreak preparedness and emergency response. The position will support the implementation of EpiC/GHS laboratory, biosafety and biosecurity, infection prevention and control (IPC), and emergency readiness by ensuring that diagnostic, life-support, and biosafety equipment are properly assessed, installed, maintained, and operational during routine operations and surge conditions.

Working closely with laboratory and diagnostics, IPC, and health emergency management teams the Biomedical Engineer will support priority hospitals, laboratories, and strategic-depth facilities to ensure that engineering systems including cold chain, biosafety cabinets, autoclaves, ventilation, power backup, and waste managementare functional, safe, and compliant with national biosafety and quality standards. The role is essential for translating equipment investments into reliable service delivery, particularly in high-risk regions and emergency contexts.

KEY RESPONSIBILITIES :

  • Facility Engineering Readiness for Outbreaks and Emergencies Conduct engineering readiness assessments of priority hospitals, laboratories, and strategic-depth facilities to identify gaps affecting outbreak response and surge capacity. Support implementation of corrective actions related to power supply, ventilation, cold chain, sterilization, and waste handling, that directly affect biosafety, IPC, and diagnostic continuity. Support facility-level contingency planning for engineering failures during outbreaks, disasters, or supply disruptions.
  • Laboratory and Diagnostic Equipment Support Provide technical oversight for installation, calibration, and maintenance of laboratory equipment, including PCR platforms, biosafety cabinets, autoclaves, centrifuges, refrigerators, and portable diagnostic systems. Support laboratory biosafety and biosecurity compliance by ensuring that engineering controls and equipment function according to national and international standards. Work with laboratory teams to document preventive maintenance plans and equipment readiness checklists for outbreak periods.
  • Infection Prevention and Control (IPC) Engineering Controls Support IPC-related engineering interventions, including ventilation optimization, isolation area zoning, donning/doffing areas, and environmental decontamination systems. Assist facilities in improving waste management, sterilization, and sanitation infrastructure to reduce healthcare-associated infection risks during outbreaks. Support integration of engineering IPC indicators into facility emergency readiness assessments.
  • Coordination, Documentation, and Technical Reporting Coordinate closely with laboratory, IPC, and health emergency management teams to ensure engineering interventions are synchronized with operational needs. Prepare technical reports, assessment summaries, and engineering readiness documentation for project monitoring and donor reporting. Provide technical input to SOPs, job aids, and facility guidance related to equipment use, maintenance, and safety.
  • Capacity Strengthening and Knowledge Transfer Mentor biomedical staff and maintenance teams through hands-on coaching and field-based support rather than classroom-only training. Support development of practical job aids and checklists for routine and emergency equipment operation. Participate in simulation exercises, drills, and after-action reviews to ensure engineering systems perform under real-world stress conditions. MINIMUM REQUIREMENTS: Moderate knowledge of concepts, practices, and procedures by providing technical support for medical and laboratory equipment management. Knowledge of medical device safety standards and regulations Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas. Articulate, professional and able to communicate in a clear, positive manner with clients and staff. Must be able to read, write, and speak fluent English. Excellent organizational and analytical skills. Demonstrated proficiency with using Microsoft Office Suite required. Ability to analyze and interpret data, identify errors, and prepare reports. Ability to solve problems and implement corrective action as needed. WORKING CONDITIONS AND TRAVEL REQUIREMENTS: Usual office working conditions Ability to travel domestically at least 25% EDUCATION/EXPERIENCE: Bachelors degree or equivalent university degree required in mechanical engineering, chemical engineering, biomedical engineering, or related field Preferred licensed engineer or technician with certifications in facilities-related specialties Approximately 5 to 7 years of work experience in facilities and medical equipment management, including maintenance of biomedical, laboratory equipment and related commodities. . Experience conducting hospital-level and/or regional/national training preferred. An in-depth understanding of the context and capabilities of the local health sector is preferred. Substantial previous experience in working with government, private sector, and partners. Experience in COVID-19 response projects or any health emergency response desired.
