The Meeting Targets and Maintaining Epidemic Control (EpiC) project is an eight-year (20192027) global health project initially funded by the U.S. Department of State (DOS) as part of the Presidents Emergency Plan for AIDS Relief (PEPFAR). EpiC operates in approximately 50 countries, addressing key public health challenges such as HIV/AIDS, pandemic preparedness, and global health security.

In Ukraine, the project receives Global Health Security (GHS) funding to strengthen global, regional, and local public health systems, building on broad experience and existing capabilities that align with national GHS priorities, and US Government goals. EpiC will support the national and regional public health institutions, health care facilities, the State Service of Ukraine on Food Safety and Consumer Protections research institutes and regional departments, academic institutions, as well as civil society organizations. to strengthen GHS capacities in infection prevention and control (IPC), antimicrobial resistance (AMR), health emergency management (HEM), with a particular focus on the prevention, detection and response to infectious disease outbreaks of epidemic significance. All activities will be aligned with national regulations, guidelines and standards, as well as relevant international frameworks.

FHI 360 is seeking qualified candidates for a Technical Advisor for Surveillance who will report to the GHS Technical Director. This position will be based in Kyiv, Ukraine. This position is open to Ukrainian nationals who are residing in Ukraine or are willing to relocate to Ukraine. Professional proficiency in written and spoken Ukrainian is required.

Job Summary

EpiC Ukraine GHS programming aims to strengthen national capacity to prepare for and respond to infectious disease outbreaks and pandemic threats. Critical to these efforts is enhancing antimicrobial resistance detection and surveillance at national, subnational, and facility levels to minimize transmission of high-threat pathogens within healthcare settings and the community. The Surveillance Advisor will contribute to building a more resilient health system by supporting the development, adaptation and implementation of national guidelines and protocol, strengthening workforce detection and surveillance capacity through training and mentoring, and ensuring alignment with Global Health Security Agenda (GHSA) priorities, national strategies, and international standards. The EpiC Ukraine Technical Advisor for Surveillance will provide technical expertise to Ukrainian counterparts and the EpiC Ukraine team, with a particular focus on surveillance of epidemic-prone diseases in human and animal health AMR, and laboratory systems, to enhance the quality and performance of epidemiological surveillance systems.

Accountabilities:

Collaborates with national and subnational public health institutions, healthcare facilities, animal health institutions and facilities, NGOs, and international partners to design, implement, and evaluate surveillance system strengthening activities that support early detection and rapid response to public health emergencies, particularly zoonotic and epidemic-prone diseases.

Serves as the in-country focal point for surveillance-related components of the EpiC GHS portfolio, leading the planning, implementation, monitoring, and evaluation of outbreak-focused surveillance activities aligned with national regulations, guidelines, and standards, Ukraines JEE recommendations, International Health Regulations (IHR 2005) and European Union requirements.

Provides expertise and technical support to national and regional counterparts acting in public health, health care, and animal health sectors, to enhance surveillance readiness and ensure integration of real-time data collection into national electronic surveillance system.

Identifies operational and technical bottlenecks in disease surveillance, and develops and implements practical, context-appropriate solutions to improve timely reporting and response to priority health threats.

Supports the review, adaptation, and digitization of existing surveillance tools and SOPs. Support Ukrainian counterparts in conducting routine and emergency data analysis, producing timely and actionable surveillance bulletins, outbreak summaries, and data visualizations to inform rapid decision-making.

Represents the EpiC project in national technical working groups and coordination platforms related to disease surveillance, outbreak response, promoting multisectoral (particularly human and animal sectors) collaboration and data-sharing.

Collaborates with EpiC surveillance and GHS technical teams across countries to promote cross-country learning, best practice exchange, and harmonization of approaches.

Contributes to the preparation of project reports, technical briefs, success stories, and donor-required documentation, highlighting results, challenges, and lessons learned from surveillance strengthening activities.

Supports the integration of surveillance efforts with risk communication, diagnostics, and emergency response functions to ensure a coordinated and life-saving outbreak response approach.

Contribute significantly to project work planning, strategies to improve access to and quality of surveillance information, and reporting, ultimately contributing to measurable improvements in outbreak early detection and early response.

Provide technical writing inputs, documentation of project activities.

Support monitoring and evaluation of activities across the GHS portfolio.

Identify issues/challenges and develop strategies for effective implementation of related work plan activities.

Participate in GHS stakeholders meetings and share updates on targets and results.

Contribute to the preparation of related parts of required reports to FHI 360 and DOS.

Education Qualification & Experience

Masters Degree in Epidemiology, Public Health or similar degree in Social Sciences; or a bachelors degree with the equivalent work experience in disease surveillance in Ukraine.

Minimum of 12 years of national and international experience in activities related to the application of epidemiological principles and methods in the design, implementation and management of surveillance systems; epidemiological analysis, training, and research.

Demonstrated experience in outbreak investigation and control and implementation of field-based surveillance methodology and analysis of epidemiologic investigation data.

Familiarity with mechanisms and strategies that are being deployed under the Global Health Security Agenda and other similar mechanisms to combat emerging infectious disease threats is preferred

Knowledge about WHOs International Health Regulations (2005), JEE assessments, biosecurity and biosafety, animal health, antimicrobial resistance, and public health emergency response is desirable.

Experience of working with Electronic Surveillance System and proficiency with data management software.

Demonstrated knowledge of Ukraines public health data systems, data architecture, and interoperability requirements/standards

Previous experience working with USG or PEPFAR supported programs and experience working in an international NGO/PVO environment desirable.

Proven skills in mentoring, leadership and networking.

Excellent report writing, analytical and communication skills, including oral presentation skills.

Knowledge of the GHS field in general and proven experience and working knowledge of AMU/AMR detection and surveillance.
