Job Description:

Major Responsibilities

  • Project monitoring
  • a. Activity monitoring:
  • Review detailed project implementation plans on a monthly basis and provide project staff with a summary of activities to be implemented.
  • Participate in the development (or adapt available tools) of monitoring tools to collect data during the implementation of activities.
  • Use validated monitoring tools for data collection.
  • Enter monitoring data into the M&E database, ensuring accuracy, completeness and consistency, and report to the project’s DME manager within agreed deadlines.
  • Support the planning and coordination of project and cluster brainstorming and planning meetings.
  • Output and results monitoring
  • Monitor changes (outcome indicators) as defined in M&E tools.
  • Update results data in the Indicator Tracking Tool (ITT) and M&E databases.
  • Support project staff in the preparation of reports (monthly, quarterly, half-yearly, annual, etc. depending on project requirements) by providing timely and accurate data.
  • Monitor the lives of the community and project beneficiaries, identify stories of change and share them with project managers and staff .
  • b. Baseline study and evaluation:
  • Work with the project M&E expert to develop ToRs for the baseline study and evaluation.
  • Participate in the project baseline study and evaluation by undertaking assigned tasks.
  • Coordinate and ensure that all project interventions are implemented on time, on plan and on budget.
  • Ensure regular implementation and expenditure reviews to monitor and manage work plans and budgets.
  • Provide programmatic support to project staff, implementation and quality assurance using appropriate tools.
  • Project monitoring and documentation
  • Coordinate the monitoring of key project indicators of strategic importance based on secondary and primary data, with partners and communities in the field.
  • Consolidate and analyze field data to contribute to quarterly, semi-annual and annual reports.
  • Ensure continuous learning and documentation of lessons learned and best practices for program design, monitoring and evaluation frameworks related to the project.
  • Work with national, regional and project staff to ensure quality reports are developed in a timely manner and disseminated to donors, support offices and partnerships.
  • Provide technical support to ensure report findings inform subsequent project design and coordinate project reflection and learning to ensure project objectives are met.
  • Database Management, Data Collection, Analysis, Correction and Reporting:
  • Ensure the design, implementation and effective management of the project database.
  • Ensure the security, integrity and availability of data throughout the project.
  • Ensure that all data management activities comply with the regulations and guidelines of the Global Fund and other relevant regulatory institutions.
  • Supervise the systematic and accurate collection of data related to community activities of the RSS package.
  • Develop tools and methodologies for data collection and ensure their effective implementation in the field.
  • Ensure inventory and timely provision of data collection tools and/or forms
  • Conduct regular data verifications to ensure accuracy, consistency, and reliability.
  • Implement data cleaning processes to identify and correct errors or inconsistencies.
  • Participate in study data reviews and progress reviews as needed with the project coordinator.
  • Use statistical techniques to analyze collected data and provide periodic reports on project performance.
  • Prepare reports for internal and external stakeholders, including reports required by the Global Fund.
  • Capacity building:
  • Train and support staff and partners on the use of data collection tools and database management.
  • Provide ongoing technical support to resolve data and systems issues.
  • Identify opportunities for improving data management processes and propose solutions to optimize the efficiency and quality of operations.
  • Other duties:
  • Attend and participate in weekly chapel services and daily devotional meetings
  • Must be a committed Christian, able to stand above denominational diversities.
  • Able to deploy as required in the event of an emergency response
  • Perform other duties as assigned by the Supervisor or designee from time to time.
  • Qualifications: Education/Knowledge/Technical Skills and Experience
  • Bachelor’s degree in Statistics, Public Health or community development with 3 years working experience,
  • At least 3 years’ experience in monitoring and evaluation, including participatory research.
  • A minimum of 3 years’ experience in conducting evaluations and reporting on integrated development, aid and/or advocacy projects.
  • They must have both a thorough conceptual understanding and a demonstrated practical mastery of the implementation of project monitoring and evaluation principles: They should have some experience of organizational learning and documentation, as well as good writing and editing skills.
  • Experience with SPSS or other related statistical software.
  • Demonstrated technical capacity in monitoring and evaluation (i.e. experience of data collection using Open Data Kit Plat and other mobile applications, ability to analyze and interpret data).
  • Having worked in an NGOs is an asset.

  • Technical Skills & Abilities:
  • Familiarity with Word Bank requirements, their history and evolution
  • Proven ability to work effectively with many types of stakeholders, including local donors, officials from different levels of government, civil society, the management consortium and others.
  • Strong interpersonal communication skills
  • Strong financial management experience, preferably with the World Bank or other grant programs of similar scope or size.
  • Good knowledge and understanding of HR functions such as recruitment, employment/employee relations, performance management, employee engagement, learning and development, etc.
  • Strong organizational, facilitation, interpersonal and cross-cultural skills. Strong administrative skills and attention to detail.
  • Excellent interpersonal skills.
  • High degree of integrity and confidentiality.
  • In-depth knowledge of MS Office (Word, Excel, Access and PowerPoint). Ability to maintain effective working relationships with staff and partners at all levels.
