Job Description:

This position is a 6month fixedterm role based in Manila, Philippines.

Job Purpose

The Humanitarian Systems Manager is responsible for overseeing the implementation and maintenance of systems (including the co-development of strategic product roadmaps with GTD and other stakeholders) that support humanitarian operations (e.g. wvrelief response portal). This role ensures that technological solutions are effectively integrated into humanitarian programs, enhancing efficiency, coordination, and impact. The role contributes to organizational success by optimizing systems, improving data management, and facilitating seamless operations.

The position requires ability and willingness to travel internationally up to 20% of the time, including deployments into responses (in volatile/unstable environments).

Provide global administration and level one support to end users for key humanitarian platforms

Work with the Humanitarian Digital Adoption and Literacy Technical Director to establish sustainable systems for training, change management, and issue identification/escalation/resolution

Deliver training to end users on new and existing features; ensure system documentation is accurate/updated and readily available

Identify, train and coordinate regional admins to respond to Level 1 end user queries and requests for support

Respond to Level 2 end user queries and requests for support

Escalate Level 3 and Level 4 issues appropriately and support timely solutions identification and implementation

Monitor and provide regular updates to stakeholders and leadership on usage of digital platforms and quality of data contained.

Develop and implement strategic product roadmaps

Monitor trends in humanitarian stakeholder needs, humanitarian transformations and technological developments to inform decision-making on global humanitarian systems

Consult essential stakeholders to prioritise and define existing system enhancements and new system requirements, including external stakeholders (donors, partners)

Analyse requirements against existing organizational and humanitarian sector systems to satisfy principles of non-duplication of entry; define integration requirements where appropriate

Develop business cases and support fundraising for system development as needed

Develop and deliver project implementation plans in collaboration with relevant GTD stakeholders and vendors, applying Agile methods.

Backstop data analytics and humanitarian transformation as needed

KNOWLEDGE, SKILL AND EXPERIENCE

Require d Education, training, license, registration, and/or Certification

Undergraduate level degree in data science, computer science, international studies, human rights or other related field

Demonstrated knowledge of basic UX/UI design principles

Demonstrated proficiency with PowerPlatform tools

Demonstrated understanding of business analysis and data modelling

Required Professional Experience

Minimum 2 years working in the humanitarian sector

Project management experience

Training and change management experience, including knowledge of adult learning approaches

Strong written and oral communication and presentation skills

Ability to persist and overcome change resistance and foster a culture of innovation

Proven collaborator, innovator and go getter to achieve strategic goals.

Preferred Experience, Knowledge and/or other Qualifications

Second language in French, Spanish, Arabic or Portuguese

Experience using design tools such as Adobe InDesign or Canva to generate visually appealing content

Experience developing engaging and accessible systems documentation (e.g. How To guides)
