Full Job Description
This is a hybrid position which requires 7 days per month in the office. You will be based in our office in the Hague. This is a 0.8 FTE/32 hour per week role. This is a fixed term contract ending 31 December 2026 with a preferred start date in early May.
About the Program:
WRIs Europe Office has a core Operations Team made up of colleagues working across, Operations, Human Resources, Talent Acquisition, Finance, IT and Grants & Contracts. These colleagues provide Operations support across our European Offices: London, The Hague and a Programme Office in Bonn.
The WRI Europe HR and Operations team supports multiple aspects of each employees time at WRI, from hiring and induction, to employee benefits and professional development, through development and application of global and local systems and policies.
Job Highlight:
As the Human Resources Manager (Maternity Cover) for WRI Europe, you will play an integral role in providing support to our staff located throughout Europe, managing HR processes in alignment with global standards and ensuring the smooth functioning of the Europe office. You will advise on complex problems and internal processes, and play a pivotal role in enabling the delivery of HR solutions and priorities. You will collaborate with a global network and manage remote relationships.
What you will do:
HR Policies and Procedures (40%)
Take a leading role in the development and communication of HR policies to employees while providing guidance and support with respect to all areas of HR, helping to ensure reliable access to up-to-date, relevant information and build cohesion between office locations
Play a pivotal role in conducting new employee orientation and train employees on HR policies and procedures
Management of sickness absence and maternity/parental and other leave types in cooperation with payroll and external organisations, including UWV, occupational health and relevant insurance companies Work closely with facilities and office management teams to ensure health and safety of staff at all times
Employee Relations (20%)
Facilitate a healthy employee relations environment by providing timely and accurate responses to employment related queries
Provide guidance and assist in employee relations issues and concerns, including termination and off-boarding processes
Monitor staff records and take necessary actions to remain compliant with local legislation. Specifically contract renewals and right to work documentation.
Maintain personnel files and HRIS database (Workday) and ArboNed (NL only)
Support the annual performance review process
Continue to develop the HR Business Partnering components of this role, through increased manager engagement and support
Talent Acquisition (15%)
Work closely with Talent Acquisition Team and support recruitment process for new staff
Maintain oversight of the Hague office intern recruitment and programme activities as needed
Facilitate relocation, immigration and visa application processes ensuring compliance with local legislation and managing relationships with external providers
Change Management (15%)
Actively contribute to and/or lead special human resource/administration projects as needed and in collaboration with Operations/Facilities or other teams
Support continued Workday transition and introduction of new Performance Management structure, representing the needs of WRI Europe and ensuring the incorporation of multiple perspectives within the remit of the project
Salary/Remuneration Structure (10%)
Work with the Payroll Officer to coordinate employee payroll for accurate and timely payroll transfers
Act as first point of contact with Europe accounting and payroll team for salary and leave related administration.
What you will need:
Education: You have a completed degree in HR, business or non-profit management, public administration, or related field (or additional relevant work experience)
Education: You have 6+ years of relevant professional experience working in human resources administrative roles, ideally within an international non-profit matrixed organization
Experience in the development of new systems and policies to improve efficiency and effectiveness
Demonstrated experience advising staff with a customer service orientation
Familiarity with European labor laws
Experience handling confidential information discretely
Experience working with proprietary software applications such as Asana and Workday
Ability to manage multiple priorities and work under pressure with tight deadlines
Experience working in a global, matrixed organisation is desirable
Languages: You are proficient in English, additional skills in Dutch are desirable.
Potential Salary:
63,000 79,000 based on full time hours (40 hours per week) and excluding 8% vacation allowance.
Salary is commensurate with experience and other compensable factors.
