ANTECEDENTES Y PROPOSITO DEL CARGO:
El Programa Mundial de Alimentos (WFP por sus siglas en ingles) de las Naciones Unidas es el mayor organismo humanitario de lucha contra el hambre del mundo. En Colombia, el apoyo que WFP brinda al Gobierno Nacional responde a los Objetivos de Desarrollo Sostenibles (ODS) 2 y 17 haciendo uso de herramientas innovadoras tales como transferencias en dinero y compra local de alimentos a traves de asociaciones de agricultores. Las actividades del WFP en Colombia se concentran en las poblaciones mas vulnerables, que incluye victimas de la violencia, grupos etnicos, mujeres victimas de violencia y las comunidades que han sido “dejadas atras”. El objetivo es reconstruir y fortalecer sus fuentes de subsistencia, asegurando que tengan adecuado acceso en todo momento a dietas nutritivas y diversas e incrementando su capacidad para recuperarse y adaptarse a los cambios climaticos. Esto se hace de manera progresiva a traves del desarrollo de las capacidades de autoridades locales para implementar programas responsables que contribuyan a reducir la inseguridad alimentaria y la malnutricion. El enfoque estrategico del WFP tambien cubre las necesidades humanitarias de recuperacion, desarrollo y la consolidacion de la paz y de responder a las necesidades de socorro que solicite el Gobierno.
Bajo la supervision del Oficial de Gestion de Socios Cooperantes, el Asistente Senior de Programas facilitara la gestion global de los servicios correspondientes a la implementacion de programas y proyectos del WFP en Colombia, garantizando la inclusion del enfoque de genero y proteccion. Se espera que el titular trabaje de manera organizada y precisa, apoye las actividades especificas de la unidad y pueda orientar sobre las practicas habituales a las Oficinas de Terreno, Socios Cooperantes, y Oficina Central sobre su area de trabajo.
RESPONSABILIDADES:
El titular del cargo tendra las siguientes responsabilidades:
- Mantener las bases de datos internas del Equipo de Gestion de Socios Cooperantes (Seguimiento FLAs, Registro de creacion de PRCBs, SOAs, PODAs, MPOs) actualizadas para facilitar la disponibilidad de la informacion. Asi como, asegurar la creacion de las Requisiciones (PRCBs, SOAs, PODAs) de los FLAs (Acuerdos a nivel de Terreno) y Enmiendas.
- Punto focal para la creacion de vendors de acuerdo con los requerimientos del PMA.
- Garantizar la provision de gastos de todos los Socios Cooperantes en las fechas establecidas a traves de las herramientas corporativas del PMA (MODA).
- Envio mensual de alerta y notificacion para el ejercicio de provisiones que deben registrar los Socios Cooperantes.
- Realizar el cargue de los FLas en COMET por todos los acuerdos firmados, con el fin de asegurar la trazabilidad y seguimiento de las OAs y Oss
- Realizar las entradas de servicio o Service Entry Sheet (SES) que corresponden a la legalizacion de recursos para Socios Cooperantes en la plataforma corporativa WINGS y mantener un registro sistematico de los gastos reportados por los Socios Cooperantes.
- Seguimiento trimestral en COMET a los informes de actividades e indicadores (Completion Report) realizados por los Socios Cooperantes en linea con lo estipulado en el acuerdo (FLA).
- Coordinar los espacios de capacitacion dirigido a los Socios Cooperantes, basado en la programacion del Equipo de Gestion de Socios Cooperantes (iniciales-semestrales) y mantener la trazabilidad.
- Garantizar la asignacion de recursos a los Socios Cooperantes que implementan proyectos de Comedores a traves de la plataforma asignada por el proveedor.

- CUALIFICACIONES Y EXPERIENCIA ESTANDAR MINIMAS:
- Educacion: Finalizacion del ciclo de educacion secundaria. Deseable P rofesional en ciencias sociales, economicas y administrativas.
- Experiencia: Minimo cinco (5) anos de experiencia progresiva en trabajo administrativo, incluyendo al menos un (1) ano de experiencia especifica en seguimiento a la implementacion de proyectos.
- Uso de computadores y paquete Office (Word, Excel, PowerPoint, etc) para el procesamiento de textos.
- Deseable experiencia de trabajo con sistemas SAP.
- Deseable conocimiento general de las regulaciones y procesos administrativos en Naciones Unidas.
- Idiomas:
- Se requiere fluidez en espanol. El conocimiento de ingles es altamente deseable.
