Result of Service
The consultant/media institution will be expected to deliver the following outputs: – Inception report with a proposed work plan and methodology. – Undertake needs assessment and consultations in Montserrado and Lofa Counties – Produce the initial draft of the training manual on public speaking and facilitation. – Delivery of two training sessions each to youth-led CSOs and Networks in Lofa and Montserrado counties. – produce the final version of the manual. – Establish youth-led radio talk shows platform with radio stations. – Produce a final report.

Duties and Responsibilities
The Office of the United Nations High Commissioner for Human Rights (OHCHR) is mandated to promoting and protecting human rights globally. In Liberia, OHCHR supports the government in enhancing its capacity to fulfil international human rights obligations. OHCHR strengthens national institutions’ including CSOs and youth led organizations, abilities to monitor and document human rights developments, analyze trends, and conduct effective advocacy to address human rights violations. Additionally, OHCHR supports in mainstreaming human rights into Liberia’s legal and policy framework. Under the Peace Building Fund Youth Promotion Initiative, OHCHR is engaging with young people and youth-led CSOs facing challenges in public speaking, and advocacy to claim their civic space, their human rights and those of others in their communities. The population of Liberia is very youthful, with 63% and 79% below the ages of 25 and 35, respectively. Despite this population age structure, the civic space is very restrictive to the meaningful participation of the youth, especially the marginalized groups and young women. The restrictive civic space has often hindered the ability of youth-led organizations/networks to freely mobilize their peers to meaningfully participate in democratic governance processes, including elections, public discourse and hearings, and peacebuilding activities in the absence of the manipulation of politicians and other civic actors. Many young people lack access to information and communication technologies, limiting their ability to engage offline and through online platforms, thereby hindering their access to relevant information for civic participation. Many young people in Liberia need to be made aware of their rights, responsibilities, and the importance of civic engagement. In its effort to address these gaps, OHCHR under the Youth Promotion Initiative (YPI) Project, is seeking to engage a national consultant/media institution to conduct training for youth-led CSOs and Networks on public speaking, advocacy, and training facilitation in Lofa and Montserrado and conduct follow up actions. The activity is aimed at building the agency of grassroot, young men and young women from marginalized communities to have a voice and demand their rights to participation in the civic spaces. The national consultant/media institution will also produce a comprehensive report and formulate intervention and sustainability strategy of the activity. Under the supervision of OHCHR Liberia Country Representative and in close coordination with youth stakeholders, the consultant/media institution will:
Qualifications/special skills
- Postgraduate or other advanced university degree (at least Master or equivalent) in Human Rights, Institutional/Organizational Development, Social Sciences or any other relevant discipline. – The media institution should be a reputable one, legally accredited, registered and has a tax clearance. At least 7 years of professional experience in working with youth, training, public speaking and advocacy or other closely related issues including legal, human rights, etc. A media practitioner specialized in cases of public speaking Demonstrated knowledge and experience in the Liberias social system. Excellent report writing skills; good oral and written communication skills; ability to work closely with public, non-governmental, international and civil society organizations. Must have a strong organizational (interpersonal) and communication skills, make decisions on time; the ability to communicate effectively both orally and in writing; analyze data for decision making; and the ability to gain others support for ideas, proposals and solutions and get others to take action to advance work objectives; maintain high ethical/ professional standards and integrity.
