Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The overall objective of the Industry and Economy Division of UNEP is to encourage decision makers in government, local authorities, and industry to develop and adopt policies, strategies, practices, and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals, and contribute to making trade and environment policies mutually supportive. It promotes the development, use, and transfer of policies, technologies, economic instruments, managerial practices, and other tools that assist in environmentally sound decision making and the building of corresponding activities. The Sustainable Mobility Unit (SMU) is part of the Industry and Economy Division and promotes sustainable and low & no emissions transport in low and middle-income countries (LMICs) around the world through projects and programmes such as the Used Vehicles Project, the Global Fuel Economy Initiative, the Electric Mobility Programme, the Non-motorized Transportation Programme and the Partnership for Clean Fuels and Vehicles. UNEP is implementing the Global Electric Mobility Programme supporting close to 60 low and middle-income countries (LMICs) to shift to electric mobility for improved air quality and climate change mitigation. The Sustainable Mobility Unit (SMU) requires the support of a consultant for a period of 12 months to contribute to the implementation of its Global Electric Mobility Programme. The Programme supports Member Statesparticularly low- and middle-income countries (LMICs)in the introduction and scaling-up of electric mobility. The consultant will support the Programmes workstream on electric two- and three-wheelers and will help prepare the Global 2&3-Wheeler Campaign supported by the Drive Electric Campaign. The assignment will include conducting interviews and data collection; coordinating with stakeholders; supporting policy dialogues; drafting strategic and technical documents; organizing meetings and workshops; and developing capacity-building materials. SPECIFIC RESPONSIBILITIES Under the supervision of the Coordinator of UNEPs Electric Two and Three-Wheeler Workstream, the consultant will support the Programme through conducting the following specific tasks: 1. E2/3W Data Collection – Update main figures and refine the dashboard from UNEPs Global Emerging Markets Overview for Electric Two and Three Wheelers. – Collect data on E2/3W technology, ownership, employment, use and deployments by UNEP and in selected focus countries. – Collect and analyse data on the food and grocery delivery industry and Deliver-E Coalition members transition to zero-emission deliveries. – Collect data on the participation of women in the E2/3W ecosystem as users, workers entrepreneurs and decision makers and integrate the resulting datasets into UNEPs Gender and E-Mobility Database. – Do an overview of city and country 2/3W bans and E2/3W mandates and targets. – Update UNEPs subpage on E2/3Ws with new knowledge products and data on the electrification of 2/3Ws. 2. E2/3W Knowledge Products – Do an analysis of economic, safety, climate and health benefits of E2/3Ws to inform policy dialogues. – Conduct 2/3W policy diagnostics for focus countries (fiscal measures, import duties, taxation, standards, licensing, road safety, battery management, etc). This should also include the identification of regulatory gaps and misalignments across ministries and agencies. – Support the finalization of the report on Battery end-of-life management for E2&3 wheelers in LMICs integrating information from a report in Africa and another one in Asia. – Develop a case study on workforce transition and inclusion impacts of the E2&3W transition in a selected region, with a focus on employment changes, skill needs, informality, gender gaps, and womens access to finance and asset ownership. This case study will be included in UNEPs Global Analysis on Gender in the EV Value Chain and needs to be consistent in structure with the other case studies being prepared. – Prepare a just transition plan for the E2/3W campaign; this will include defining a small set of measurable gender indicators for E2/3W projects and policies and supporting countries and partners to track progress over time through a monitoring framework. – Identify and document successful E2/3W initiatives that target women through their operations and/or workforce strategies, drawing on learnings from the Investor and Industry Handbook on Gender and E-Mobility. 3. E2/3W Stakeholder Engagement – Map key stakeholders for the transition to E2/3Ws, including national and local governments, city administrators, sub-regional bodies (EAC, ECOWAS, ASEAN), fleet operators, development partners, OEMs and industry associations – Organize stakeholder consultations with private and public sector stakeholders to align common goals for transitioning to zero-emission deliveries under the Deliver-E coalition. – Support stakeholder consultations with public sector actors to build a shared understanding of priorities, barriers, and opportunities for upscaling E2/3Ws, while providing targeted institutional support to clarify mandates, roles, and coordination mechanisms across relevant ministries and agencies. – Support planning and organizing high level meetings on the transition to E2/3Ws to support consensus building around priority actions and timelines. – Support the development, organization and communication of regional training programmes, webinars, and workshops on E2/3Ws Qualifications/special skills An advanced university degree (masters degree or equivalent) in environmental sciences, engineering, transport or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of five years work experience in project management in Emerging Markets contexts is required. Proven expertise in organizing high level meetings and stakeholder consultations is required. Technical writing, analytical, presentation and communication skills are required. Experience in data collection, analysis and visualization is required. Experience in campaign and event planning is desirable. Experience working in an international organization or government agency is desirable. Knowledge on electric mobility issues, including the operational and technical aspects of electric two and three wheelers is desirable. Knowledge on the management of end-of-life EV batteries is desirable. Experience in gender mainstreaming in international development projects in desirable. Languages English and French are the official languages of the United Nations Secretariat. For this post, fluency in oral and written English is required.
