INTITULE DU POSTE : Charge(e) de de Programme CBT TYPE DE CONTRAT : Contrat de Service (SC9) UNITE/DIVISION : Bureau de Zone Bunia Programme LIEU DAFFECTATION (Ville, Pays) : Bunia, RDC DUREE : 12 mois CONTEXTE ET OBJECTIF DE LAFFECTATION La Republique Democratique du Congo (RDC) connait lune des crises humanitaires les plus vastes et les plus complexes au monde. Au cours des dernieres decennies, les populations de lEst ont ete affectees par la violence liee aux conflits, les maladies et la malnutrition. Lescalade du conflit a entraine des deplacements massifs, la perte des moyens de subsistance ainsi que la destruction des biens des menages et des infrastructures communautaires. La RDC est le deuxieme plus grand pays dAfrique, avec une superficie denviron 2,2 millions de km2 et 26 provinces politico-administratives. Le PAM opere principalement dans 8 provinces. Environ 7 millions de personnes sont deplacees a linterieur du pays et ont un besoin urgent dassistance alimentaire. La RDC est en train de numeriser lensemble de ses processus programmatiques de bout en bout, quel que soit le mode de distribution. Lassurance qualite des programmes est devenue essentielle. Un(e) Charge(e) de Politique de Programme (IDM) est donc necessaire pour transformer la gestion de lidentite des beneficiaires (IDM) et diriger la numerisation des programmes afin dadopter les meilleures pratiques dans un contexte en evolution rapide en RDC. CONTEXTE ORGANISATIONNEL Le/la titulaire du poste releve du/de la Chef(fe) du Programme du Bureau de Zone. Il/Elle travaille de maniere autonome, supervise du personnel plus junior afin de garantir latteinte complete des objectifs de programme et de politique. Il/Elle participe a une large variete dactivites programmatiques et analytiques, dont certaines peuvent etre complexes. A ce niveau, le/la titulaire est cense(e) contribuer a lamelioration des performances. OBJECTIF DU POSTE Contribuer a lintegration des principes et des orientations normatives du PAM en matiere dapproche centree sur les personnes dans la conception des processus operationnels, des controles cles et des exigences metier pour lenregistrement, lenrolement, la verification et la fourniture de lassistance CBT et en nature. Travailler en partenariat avec les responsables dactivites, les equipes CBT, TEC et les proprietaires de produits concernes aux niveaux Bureau de Zone/Sous-Bureau et Bureau Pays afin de garantir que les capacites necessaires, notamment la conception de lexperience utilisateur, sont integrees dans les systemes, outils et services corporatifs. RESPONSABILITES PRINCIPALES (liste non exhaustive, dans les limites de lautorite deleguee) Contribuer au developpement dune grande variete de projets, plans et processus, en veillant a leur alignement avec les politiques et orientations programmatiques generales. Fournir un soutien a la gestion de projets specifiques et definis, de taille/complexite significative, en assurant une approche coordonnee conforme aux normes et procedures du PAM. Appuyer les activites dassurance qualite du Programme CBT/en nature en RDC afin de garantir la qualite du programme et la numerisation de tous les processus. Coordonner lanalyse des donnees pour documenter les preuves et mettre en uvre les exigences metier pour la reconciliation CBT et en nature au niveau du CO et des SO, conformement aux lignes directrices corporatives, y compris la preparation de tableaux de bord pour les audiences internes et externes. Developper et coordonner les systemes de collecte de donnees et de suivi, en garantissant le respect de normes de qualite rigoureuses. Mener des recherches et analyses sur un eventail de questions operationnelles et politiques pour eclairer le developpement de politiques, programmes et activites. Contribuer a la preparation de rapports precis et opportuns sur les programmes et activites afin de permettre une prise de decision eclairee et la coherence des informations destinees aux parties prenantes. Assurer la liaison avec les homologues internes et externes afin de garantir une collaboration efficace, suivre lavancement des projets et signaler les risques potentiels touchant leur mise en uvre. Appuyer lidentification, le developpement et la gestion de partenariats potentiels permettant un travail collaboratif conduisant a lamelioration des paniers dassistance alimentaire. Soutenir le renforcement des capacites du personnel du PAM, des partenaires et du gouvernement national pour se preparer et repondre aux besoins dassistance alimentaire, notamment par la contribution aux supports de formation. Encadrer et superviser du personnel plus junior, agir comme point de reference et les appuyer dans leurs analyses et requetes. Toute autre tache requise. EXPERIENCES SOUHAITEES POUR LACCES AU POSTE Avoir approfondi les connaissances techniques grace a une exposition aux equipes techniques. Avoir assume un role de leadership dans la mise en uvre de programmes. Avoir contribue a des discussions et decisions politiques. QUALIFICATIONS ACADEMIQUES MINIMALES REQUISES Education : Diplome universitaire avance en Relations internationales, Economie, Nutrition/Sante, Agriculture, Sciences de lenvironnement, Sciences sociales, ou toute autre discipline liee a laide internationale au developpement ;ou premier diplome universitaire avec deux (2) annees supplementaires dexperience professionnelle pertinente et/ou de formations/cours. Experience : Minimum de trois (3) ans dexperience dans les programmes et domaines connexes, avec deux (2) annees supplementaires si le candidat ne possede quun premier diplome universitaire. Une experience en CBT constitue un atout. Langue : Professionnel national : Maitrise du francais (niveau C) et connaissance intermediaire de langlais (niveau B).
