JOB TITLE: Finance, Budget and Programming Officer TYPE OF CONTRACT: Service Contract (SC8) UNIT/DIVISION: Budgeting and Programming DUTY STATION (City, Country): Tunis, Tunisia DURATION: 6 months This position will support Libya Country Office based in Tunisia and is open to Tunisian nationals or residents with valid work permit only. BACKGROUND AND PURPOSE OF THE ASSIGNMENT: To support the stewardship of WFPs resources through the delivery of budget, resource analysis, and programming activities. The role involves collaborating with managers to apply best-practice approaches for the efficient, effective, and compliant utilization of funds, monitoring budgets, forecasting, and reporting on key financial data to ensure assistance to beneficiaries is undertaken in the most efficient way possible ACCOUNTABILITIES/RESPONSIBILITIES: Budget Management: Manage CSP budget preparation, revisions, and implementation plans; monitor WFPs corporate systems to ensure all budget-supporting documents are accurate and aligned with recommendations. Financial Operations: Perform bank reconciliations, disbursements, clearance of receivables, overall cash management, and monthly financial closures in accordance with corporate requirements. Monitoring & Forecasting: Monitor budgets and carry out forecasting for new and ongoing projects according to established corporate procedures. Pipeline & Resource Analysis: Prepare monthly pipeline reports and collate commodity requirements (including Advance Financing) in collaboration with operational stakeholders. Reporting & Data Integrity: Report on key data for financial status and outcomes of projects, ensuring accuracy, deadlines, and compliance with corporate governance and accounting processes. Grants & Contributions: Monitor contribution balances, identify potential unspent funds, and coordinate spending plans to ensure compliance with donor conditions and WFP policies. Resource Management Committee (RMC): Manage the preparation and engagement process for the Country Office RMC as per agreed timelines. Internal Controls: Support periodic risk and internal control assessments to identify potential audit, compliance, or financial risks. Systems Improvement: Track and collate data to improve policies, systems, and tools to minimize financial risks and improve operational efficiency. Strategic Alignment: Contribute to the development of country-specific plans and processes aligned with Regional and wider WFP strategies. Supervision & Representation: Guide and supervise junior staff; represent the unit or Country Office at internal and external meetings with UN agencies, banks, and financial institutions. Emergency Preparedness: Follow standard emergency preparedness practices to ensure WFP can quickly respond and deploy resources at the onset of a crisis. Perform other related duties as required. QUALIFICATIONS & EXPERIENCE REQUIRED: Education: Advanced University degree in Finance, Business Administration, Accounting, or related fields; or a First University degree with additional years of related work experience and, preferably, membership in an internationally recognized professional accountancy body (e.g., ACCA, ICPA). Additional professional training in project management, statistical analysis and/or operational planning and management is desirable. Experience Knowledge &Skills: Minimum one year of supervisory experience in a relevant role. Minimum 5 years of total experience in a relevant role. Experience performing basic financial and analytical assessments at a national or operational level. Proven experience managing financial transactions and reporting on operational budgets. Ability to work with large datasets and extract information in an easy-to-interpret manner. Strong analytical skills, resourcefulness, and the ability to meet tight deadlines. Good understanding of WFPs financial systems, supply chain principles, and operational planning. Ability to work tactfully in a multicultural team to deliver common goals.Languages: Fluency (level C) in English and Arabic language.
