Key Responsibilities: Position: People and Culture (P&C) Specialist for Learning and Development Location: National Office, Phnom Penh Salary: Negotiation Closing Date: 26-March- 2026 This position is for Local Applicants Only PURPOSE OF THE POSITION In collaboration with various teams/departments, this position will provide organizational oversight in designing, managing and coordinating the learning and development initiatives of World Vision International Cambodia (WVI-C) to build and strengthen leadership and talent pipeline while cultivating a high-performance and open culture organization with particular focus on talent management and leadership development, succession planning, employee (re)orientation and immersion programs, analysis of individual staff development impact/effectiveness and sensitive/context-responsive integration of faith in organizational culture. MAJOR RESPONSIBILITIES: I. Talent Development & Talent Pipeline Management 1.Leadership and Talent Development Manages the execution of strategic leadership and talent development in alignment with WVI-C strategic goals and objectives. Facilitate enhancement of people management competencies ensuring not only increased compliance to basic human resource functions i.e. performance management, recruitment, talent management but ownership and accountability of managers and leaders to their direct reports well-being Develop leaders capacity in managing and developing people including capacity for change management using WVs 4 domains of leadership with emphasis on capabilities to ensure leaders and managers are equipped to lead within the context of a faith-based organization Ensure accountability for leadership and Talent Management across all levels (Talent pool member, line manager, with region), monitor and report progress. Manage and track development plans of successors and talents especially for the identified critical core functions Analyze and report exit survey data for improving retention and addressing issues 2. Manage Internship Program as part of identifying potential talents: Lead Internship programs across the country including managing requisition, recruitment process from start-to-end. Conduct induction for interns Provide regular follow up with hiring manager/assigned buddy on intern progress Coordinate the evaluation of this program and celebration II. Strategy Development & Planning Develop capacity building and leadership development strategy and plans. Design and develop programs that ensure retention of competent and committed staff and leaders Develop or contextualize policies, guidelines, systems for capacity building and leadership development that are aligned with WVs Vision, Mission, Values and Our Promise Ensure availability of approved budget for capacity building and leadership programs Enhance use of integrated data and analytics to have a better picture of people in the organization and for decision making Establish measures of effectiveness of CB and LD/TM programs III. Performance Management & Staff Capacity Building Provide oversight to the implementation of staff capacity building strategy come up with summary and analysis of Individual Staff Development plans across WVI-C Position performance management is a major platform to reinforce the organizations accountability culture. Implement WVI-C programs and/or support the development of learning platform to live out WV Vision, Mission, Core Values and Our Promise. Facilitate specific/targeted/functional program capacity building initiatives. IV. Coordinate OurVoice Annual Staff Engagement Manage and develop calendar and timeline for the annual OurVoice employee engagement survey Ensure adequate preparations are conducted, and communication developed for OurVoice survey Support managers in analysing OurVoice responses and developing action plans V. Networking, coordination and resource mobilization Liaise and collaborate with leaders, managers and point of contacts in the Region and Partnership level on capacity building, change management and leadership initiatives including secondments and international deployment or exchange programs Network with learning/education institutions or networks for talents, internship, outsourcing and related opportunities Explore other funding resources to fund for capacity building and leadership development initiatives/programs VI. New Hire Orientation Design, initiate and facilitate new hire orientation and role specific inductions orientation for newly acquired talents. Quality training curriculum and materials are in place which staff can be effectively used at NHOs. Enabled all staff well understanding WV Culture and having strong commitment to serving children and the poor Proper checklist of all the necessary documents for New Hire On boarding and Induction keep in personal file. VII. Flexibility to perform other duties as assigned by the immediate manager Contribute as active member of P&C team, through role modelling professionalism, customer support and teamwork REQUIREMENTS: Bachelors degree in social sciences, Psychology or related field; certification in HRD, Leadership or Organizational Development preferred; masters degree would be an advantage Minimum of 4-year experience in human resource management, organization effectiveness, training and development or leadership development Experience in designing, developing and implementing learning and development initiatives using blended learning approach and measuring impact Excellent understanding of poverty and development and experience in working in an INGO context Proficient in coaching, influencing, facilitating, presenting, training, analysis and problem solving Computer skills, especially with Word, Excel, PowerPoint as well as internet navigation and electronic records management A mature and committed Christian who can lead Spiritual Nurture activities Teaching or facilitating experience whether in universities or consulting institutions is an advantage This position may require ability and willingness to travel domestically and/or internationally up to 20-30% of the time.
