Result of Service
The individual contractor will be responsible for oversight of ongoing country-implemented projects through to project closure; and support to preparations for meetings of the Executive Board, including preparation of meeting documents and negotiation of project agreements and finalisation of project documents for projects approved under the rounds of funding. This includes:
- Oversight of implementation of country projects through to completion and closure, including liaison with project focal points and review of project narrative and financial reports to confirm progress against project plans; identifying problems/issues and providing solutions. Supporting application rounds of the GFC Fund, as appropriate: undertaking qualitative analysis of the applications and technical review of the proposed activities of the projects; develops and ensures signature of the legal instruments with successful applicants;
- Providing support to Executive Board meetings and other relevant meetings,
- Undertaking outreach activities as needed; participates in the development of training workshops, outreach events, seminars, etc.; participates in and makes presentations on assigned topics/activities.
- Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
- Performs other duties as may be required.

Duties and Responsibilities
The Global Framework on Chemicals – For a Planet Free of Harm (GFC) is an inclusive, voluntary global policy framework on the safe and sustainable management of chemicals and waste and is hosted by UNEP, Chemicals and Health Branch in Geneva. UNEP is invited to provide continuity of effective secretariat services and administrative support for the implementation of the Framework and of the ICCM5 resolutions. The aim of the Framework is to prevent or, where prevention is not feasible, minimize harm from chemicals and waste to protect the environment and human health, including that of vulnerable groups and workers. The individual contractor will support the delivery of the following tasks:
- Supporting application rounds of the Special Programme and Global Framework on Chemicals Fund, as appropriate: undertaking qualitative analysis of the applications and technical review of the proposed activities of the projects; develops and ensures signature of the legal instruments with successful applicants; oversees implementation of projects through to completion and closure; identifying problems/issues and providing solutions.
- Providing substantive support to Executive Board meetings and other relevant meetings.
- Undertaking outreach activities as needed; participates in the development of training workshops, outreach events, seminars, etc.; participates in and makes presentations on assigned topics/activities.
- Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
- Assists in the monitoring and evaluation of the funds, including the review and analysis of past and ongoing application rounds, preparation of impact evaluation or equivalent studies, etc.
- Performs other duties as required.
Qualifications/special skills
Advanced university degree (Masters degree or equivalent) in environmental sciences, environmental management, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Certified project management qualification is desirable.
- A minimum of five years of progressively responsible experience in the area of sustainable development with a minimum of two years of experience at the international level related to environmental protection required.
- Programme and project development and management experience and experience in providing policy advice on environmental matters is required.
- Experience in the organization of inter-governmental and multi-stakeholder processes and meetings, including expert meetings, is an advantage.
- Excellent communication skills, including good inter-personal and diplomatic skills, as well as teamwork experience are highly desirable.
- Fully proficient computer skills and knowledge of relevant software as well as strong analytical skills, writing and communication skills are required.
- Two (2) years or more of experience in data analytics or related area is desirable.
Languages
Fluency in written and spoken English is required. Knowledge of other United Nations languages is desirable.
