Org. Setting and Reporting

OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response effort. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions. This position is located in the Humanitarian Financing Unit (HFU) of OCHA Regional Office for Asia and the Pacific (OCHA ROAP), based in Bangkok, Thailand, of which its objective is to provide all related humanitarian financing services, both through remote support and physical deployment, to all OCHA offices across the Asia Pacific region. The incumbent reports to Humanitarian Affairs Officer (Head of HFU), OCHA ROAP.

Responsibilities

Under the direct supervision of the Humanitarian Affairs Officer (Head of HFU), and overall supervision of the Head of office, the incumbent is required to perform the following functions: 1.Ensure adequate grant and programme management support to the Humanitarian Financing Unit (HFU), especially in the HFU-related activities, this includes overseeing the functioning of grant and programme management activities of the HFU for a portfolio of projects (normally defined geographically), including quality assurance of narrative proposals and project budgets in compliance with global, regional and in-country guidelines. 2.Support monitoring and reporting processes of funded projects. As part of the Fund’s risk management framework, the role will support in ensuring the partners compliance with monitoring and reporting processes including through developing and updating appropriate project monitoring and reporting tools in accordance with the monitoring and reporting framework and related guidelines. 3.Liaise with and contribute to the capacity building of partners. This is done through regularly liaising with already funded and potential partners, particularly local and national NGOs, promoting coherence between humanitarian needs and response activities, and providing accurate information on funding guidelines and criteria, application procedures, proposal development, project implementation and other related issues. 4.Support analysis, communications and public information activities, this includes supporting preparation of updates on a regular basis on funded projects and humanitarian issues emerging during project implementation to the Humanitarian Coordinator, the OCHA COs, the HFU Advisory Board, donors and other relevant stakeholders. 5.Perform other duties as assigned by the Head of the Humanitarian Financing Unit (HFU) / Fund Manager. The role is part of a Financing Unit with a broad scope of work in managing the regional fund and CERF grants. Flexibility to contribute to other Unit priorities in line with the guidance of the Fund Manager is required.

Education A first-level university degree in project management, development studies, international relations, public administration, economics, accounting or a related field is required. Job – Specific Qualification Masters degree or equivalent in project management, development studies, international relations, public administration, economics, accounting or a related field is desirable. A certificate in project management is desirable. Work Experience A minimum of 2 years (or no experience if graduated with advanced university degree) of experience in areas of grant and/or programme management, humanitarian affairs, humanitarian emergencies, donor relations, monitoring and evaluation, communication and reporting, budget management and/or administration-financing is required. Experience in humanitarian financing, e.g., grant management, fundraising, and donor relations for humanitarian programmes is required. Experience in monitoring, reporting and/or evaluation of projects or programmes is required. Experience in humanitarian assistance is desirable. Experience in the United Nations Common System or international organizations is desirable. Languages English and French are the working languages of the United Nations Secretariat. For this job opening, English is required. Thai is required.
