Org. Setting and Reporting
This position is located in the Financing for Peacebuilding Branch (FPB) of the Peacebuilding and Peace Support Office (PBPSO) in the Department of Political and Peacebuilding Affairs and Peace Operations (DPPA-DPO). The Programme Officer works under the direct supervision of the Chief of the Financing for Peacebuilding Branch. The focus of this post is to lead on the implementation of the process of allocation of the Peacebuilding Funds (PBF) resources to country-level programmes, including coordination with country-level actors, quality control, monitoring and evaluation of programmes, operations and other activities in an assigned functional area.
Responsibilities
Within delegated authority, the Programme Officer will be responsible for the following duties:
- In close collaboration with country-level actors, participates in the development, implementation and evaluation of assigned programmes/projects, etc. to be financed by the PBF; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties including DPPA-DPO Regional Divisions and inter-agency forums; identifies and tracks follow-up actions.
- Performs consulting assignments, in collaboration with country-level actors (UN, government, civil society), by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan for programme implementation.
- Researches, analyzes and presents information gathered from diverse sources regarding peacebuilding programme design and effectiveness and contextual information about the peacebuilding environment for countries and regions in their portfolio and as thematic focal point for some topics.
- Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies regarding peacebuilding and the countries and regions in their portfolio.
- Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
- Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. For example summaries of country results and progress based on quarterly and annual reporting; country and programme briefings; inputs into PBF reporting.
- Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
- Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
- Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
- Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
- Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

Education Advanced university degree (Masters degree or equivalent) in social sciences, evaluation, research methods or a related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage. Job – Specific Qualification Not available. Work Experience A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required Experience with the UN, National Government or Non-Governmental Organizations (NGOs), or other relevant organization is required. Programme management and experience in peacebuilding or conflict prevention is required. Two years or more of resident experience in a relevant development setting is desirable. Experience in peacebuilding and/or peace operations within or associated with the UN system is desirable. Experience in liaising with government agencies, UN funds and programs, donors and other stakeholders, and training in M&E and results-based programming is desirable. Two years or more of experience in data analytics or related area is desirable. Languages English and French are the working languages of the United Nations Secretariat. For this job opening, English is required. French is desirable.
