Duties and Responsibilities

The United Nations Office on Drugs and Crime (UNODC) provides technical assistance related to combating terrorism, organized crime, corruption and drugs to requesting Member States. This assistance also supports States strengthening criminal justice and health systems and successfully implement international conventions and protocols, in compliance with the rule of law and human rights. The UNODC Global Programme on Cybercrime (GPC) was established in 2013 to assist Member States in their struggle against cyber-related crimes through capacity building and technical assistance according to General Assembly resolution 65/230 (2011) and the resolutions 22/7 and 22/8 of the Commission on Crime Prevention and Criminal Justice. The Programme not only builds upon previous results and analysis of the Organization, but addresses the interrelated aspects to cybercrime: prevention, detection, investigation, prosecution and sentencing/adjudication. Counting with solid expertise in each area of cyber-enabled and cyber-dependent crimes is necessary to ensure high-quality support and development of tailored products for Member States, private sector and civil society. The UNODC GPC is planning to implement a series of capacity-building activities in Latin America and the Caribbean. The objective of these activities is to increase law enforcement and justice agencies capacities to detect, investigate, prosecute, and adjudicate crimes that involve the use of information and communications technologies (ICT), specifically, those related with the use of cryptocurrencies and the blockchain. In this context, UNODC is looking for additional support to develop a tool capable to speed analysis of information regarding child sexual abuse material (CSAM) cases and investigations with a view to improving the system to analyze and organize the information connected to cybercrime cases. The consultant will implement its activities in the framework of the GPCs component one: Promoted cybercrime capacity building: National authorities efficiently and effectively investigate and bring to justice cases of cybercrime -cyber-enabled and cyber-dependent-, in line with human rights principles by implementing and utilizing the operational protocols and technical assistance tools provided by UNODC.

Qualifications/special skills

An advanced university degree (Masters degree or equivalent) in engineering, computing science, computing network, computing systems or related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Industry standard recognized certifications in the field of computer forensics, digital investigations or cybercrime are desirable. A minimum of five (5) years of relevant progressive experience in the field of ICT ? Software design, development and maintenance experience? Work experience developing software tailored for criminal justice institutions? Work experience in South America ? Industry standard recognized certifications in the field of computer forensics, digital investigations or cybercrime ? A technical or vocational certificate in the field of computer forensics, digital investigations or cybercrime is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, knowledge of English and fluency in Spanish, with excellent drafting and communication skills, is required. Knowledge of another United Nations official language is an advantage.
