Qualifications
- Academic Qualifications: An advanced university degree (Masters degree or equivalent) in the fields of law, criminology, public administration, political science, international relations or related field is required.
- Academic Qualifications: A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- Academic Qualifications: A minimum of 10 years relevant maritime law enforcement experience is required.
- Academic Qualifications: Experience of training in an international environment with experience in training maritime law enforcement officers required.
- Academic Qualifications: Proven experience in use and deployment of CBRN detection equipment is required.
- Academic Qualifications: A broad understanding of the maritime situation in the Pacific and Atlantic Region is desirable.
- Academic Qualifications: Proven experience in dealing with national and regional counterparts from various cultural backgrounds is desirable.
- Academic Qualifications: Previous work experience with the UN or other International Organizations is desirable.
- Academic Qualifications: Experience working with international organizations in developing training modules/curriculum is desirable..
- Language: English and French are the working languages of the United Nations Secretariat.
Skills
- The CBRN and VBSS Expert will provide technical expertise to develop and deliver specialized training content and scenarios related to CBRN incident awareness, identification, prevention, and response in maritime environments.
- The expert will deliver and support a Visit, Board, Search and Seizure (VBSS) training in Nigeria, Seychelles, DRC, and Indonesia.
- Participants will include coast guards, ministries of justice, border police, customs, and other Maritime Law Enforcement (MLE) officials.
- Under the direct supervision and regular liaison with the Programme Officer (Mediterranean and Black Sea Region) the expert will perform the following tasks: 1.
- Provide technical input for CBRN and VBSS training slide decks, covering awareness, identification, prevention, and response strategies. 2.
- Deliver and support a maritime law enforcement exercise including submission of a report on the exercise to improve the VBSS training in Indonesia. 3.
- Deliver and support a maritime law enforcement exercise including submission of a report on the exercise to improve the VBSS training at in Nigeria 4.
- Deliver and support a maritime law enforcement exercise including submission of a report on the exercise to improve the VBSS training in Seychelles 5.
- Deliver and support a maritime law enforcement exercise including submission of a report on the exercise to improve the VBSS training in DRC.
