This consultancy provides an opportunity to contribute specialized expertise to United Nations Office on Drugs and Crime’s mission in international cooperation and sustainable development. Qualifications

  • Academic Qualifications: A high school diploma or equivalent is required.
  • Academic Qualifications: A minimum of two (2) years of working experience, preferably in law, with specialization in criminal justice/international law is required.
  • Academic Qualifications: Knowledge of international law related to anti-corruption, including thorough familiarity with issues pertaining to the implementation of Chapters II to V of the Convention; familiarity with anti-corruption issues, particularly related to the UN Convention against Corruption and its inter-governmental process, is required.
  • Academic Qualifications: Familiarity with computer-based applications, online library and legal search engines and methodologies, survey tools and statistical functions to gather and analyse information is required, including very good knowledge of MS Office programmes and tools, in particular Microsoft Word and Excel is required
  • Academic Qualifications: Previous experience with the United Nations, knowledge of and experience with the work of UNODC, particularly related to anti-corruption, is required
  • Language: English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language (Arabic, Chinese, French, Russian or Spanish) is an advantage

Skills

  • The work of UNODC is guided by a broad range of international legally binding instruments and a set of United Nations standards and norms on crime prevention and criminal justice.
  • UNODC, as guardian of the United Nations Convention Against Corruption (UNCAC) and secretariat to the Conference of the States Parties to the Convention, has the mandate to provide support and technical assistance to States parties to effectively implement the Convention.
  • The United Nations Convention against Corruption (hereinafter the Convention) is the most comprehensive international legally binding instrument to prevent and fight corruption.
  • States parties to the Convention are obliged to take legislative and other measures in the areas of prevention, criminalization and law enforcement, international cooperation and asset recovery.
  • As of June 2025, the Convention has been ratified by 191 States parties.
  • To assess States parties compliance with the provisions of the Convention, the Implementation Review Mechanism has been established as a mandatory peer-review process.
  • Among other important results of the Mechanism, a great wealth of data, in particular relevant national laws, has been collected.
  • In resolutions 7/6, 8/8 and 9/6, the Conference highlighted, in particular, the importance of the secretariats work on the preparation of reports on the implementation of the Convention.
  • In resolution 9/2, the Conference requested UNODC to prepare a comprehensive report for the Conference on the state of implementation of the Convention after the completion of the current review phase, taking into account information on gaps, challenges, obstacles, lessons learned and best practices in preventing and combating corruption, in international cooperation and in asset recovery since the Convention entered into force.
  • The basis for the preparation of the thematic reports are the outcome documents of the implementation review mechanism.
  • The first review cycle is almost complete, with 179 out of 190 executive summaries completed, while the second cycle is ongoing, with 115 out of 190 executive summaries adopted.
  • UNODC will support the preparation and publication of draft final reports analyzing the implementation of the Convention by States parties.
