About EU SEE

TheEU System for an Enabling Environment for Civil Society (EU SEE)is a global initiative funded by the European Union and implemented by a consortium of civil society organisations. The programme aims to monitor, protect, and strengthen the Enabling Environment (EE) for civil society. Within the programme, the enabling environment refers to the legal, political, institutional and societal conditions that shape the ability of civil society to organise, access resources, express themselves freely, and participate in public decision-making.

The initiative brings together civil society organisations across 86 countries to monitor developments affecting the EE and to provide early warnings of restrictions or opportunities affecting civil society organisations.

The programme is implemented by a consortium of international civil society organisations, coordinated by Hivos, and CIVICUS, Democracy Reporting International (DRI), European Partnership for Democracy (EPD), Forus and Transparency International.

Within the EU SEE programme, the Early Warning and Monitoring Mechanism (EWM) collects and analyses information about changes in the enabling environment for civil society through its network of national civil society organisations (Network Members). These organisations provide ongoing monitoring and research from their respective countries.

The mechanism produces several research outputs, including:

• Alertsthat signal significant developments affecting the enabling environment for civil society;
• Enabling Environment Snapshots, produced periodically to capture recent trends and developments;
• Country Focus Reports, annual analytical reports assessing the state of the enabling environment across several key dimensions.

These civil society-generated research products, which can be found on theEU SEE website, generate a significant volume of qualitative data describing trends, events, and developments affecting the enabling environment across countries and regions. However, further work is required to ensure that the data collected through research products can be systematically analysed, aggregated, and translated into insights useful for research, monitoring, grant-making and advocacy purposes.

Scope of Work and Deliverables

This consultancy aims to support the EU SEE consortium in the development and creation of a system and analytical framework through which information produced by EU SEE is organised, analysed and translated into insights for research and advocacy.

The following steps and deliverables are required as part of this consultancy:

• Needs assessment and review EU SEE dashboard:
  • Conduct interviews and consultations with relevant consortium partners and other relevant stakeholders.
  • Review the current monitoring workflow and research outputs, including alerts, Enabling Environment Snapshots and Country Focus Reports.
  • Analyse how data is currently collected, organised and visualised, and review existing structures, including EU SEEs dashboard (including security concerns)
  • Identify gaps, challenges and opportunities in how monitoring information can be structured and analysed.
  • Review EU SEE dashboard: to support the analysis and communication of these findings, the EU SEE consortium has begun developing a dashboard and digital tools to visualize information produced through the monitoring system.

Deliverables: needs assessment report + recommendations to improve the EU SEE dashboard

Goal: a clear understanding of what the system should enable the consortium to analyse and communicate.

• Design of an analytical framework:

Based on the findings of the needs assessment the consultant will:

• Propose an analytical framework for organising qualitative monitoring EU SEE data.
• Identify possible ways of grouping and analysing information (e.g., by theme, region, type of development or Enabling Environment principle).
• Recommend approaches for structuring the information in a way that allows systematic analysis and aggregation.
• Propose capacity needs if necessary for the translation of information/data analyzed into different products

Deliverable:Proposal for an analytical framework for organising monitoring data

• Tool development:

Based on previous steps, the consultant will propose a system or tool that allows the EU SEE team to a) organise monitoring data in a structured way; b) analyse trends and patterns across countries and regions and c) generate insights useful for research, grant-making and advocacy

Deliverable: Prototype or design of an analytical tool/system

Qualifications and experience

• Master’s or Bachelor degree related to social sciences, economics, or other areas where research and data analysis is strongly featured.
• Excellent written and spoken English.
• Knowledge and at least five to seven years of experience in data analysis and setting up analytical tools and frameworks for analysis of qualitative information
• Experience in WordPress

Duration consultancy

This consultancy will take place in May-June 2026 for a maximum of 20 to 25 days and can be done remotely. No travel is required.
