Qualifications
- Academic Qualifications: At least two years of relevant experience related to policy, management, international trade and/or gender. Has familiarity with the government structure in Timor-Leste.
- Language: Advanced level of Portuguese and Tetum and intermediate level of English, both spoken and written..
- Copyright Clause: The consultant has to ensure that she has obtained the necessary permissions with regard to intellectual property rights required to perform her services under this consultancy contract and for the subsequent dissemination by ITC in any form.

- ITCs mission is to enable small business export success in developing and transition-economy countries, by providing, with partners, sustainable and inclusive development solutions to the private sector, trade support institutions (TSIs) and policymakers.
- Since 2018, ITC, with generous support from the Government of the United Kingdom, has been providing governments with data and resources to foster a more inclusive policy environment for women in business and trade.
- ITC has developed SheTrades Outlook, an innovative policy tool that assists policymakers to assess, monitor, and improve the policy ecosystem for womens participation in international trade.
- SheTrades Outlook supports evidence-based policymaking by providing a framework based on a comprehensive set of indicators on trade and gender equality.
- Based on SheTrades Outlook data results, ITC provides technical assistance to governments in mainstreaming gender into trade-related policies, strategies and legislations.
- Description of Responsibilities The National Consultant will work for ITCs Empowering Women to Trade Programme under the direct supervision of the Policy Lead, SheTrades Initiative.
- Interviews must be implemented by the Consultant (no outsourcing to Third Parties). o Collect all relevant evidence and/or information related to the interviews according to the ITC questionnaire. o Identify and collect information on good practices through interviews with trade and investment support institutions (TISIs) and other national institutions.
- Draft the good practices according to ITC format.
- Also, the Consultant is expected to support the ITC team in the field by performing the following duties: o Secure venue/hotel and interpretation services for one-day in-person SheTrades Outlook validation workshop for approximately 50 public and private sector participants.
- Documentary proof is to be submitted to ITC.
- Should any license fee be due for the use of copyrighted materials of third parties, the consultant shall request the prior written permission from ITC.
