King County Housing Authority (KCHA) is seeking an accomplished Assistant Vice President of Finance (AVP) to provide strategic leadership and hands-on operational oversight for the agencys finance and accounting functions. This role is accountable for the accuracy, integrity, and compliance of all financial operations, including budgeting, reporting, audits, and internal controls. As a key liaison with senior leadership, the AVP will translate organizational priorities into practical financial strategies that support informed decision-making and long-term sustainability. Combining deep technical expertise with enterprise-wide responsibility, this position manages a small, high-performing team and oversees core processes such as GAAP-compliant reporting, treasury, payroll, and regulatory compliance, ensuring efficiency and excellence across all financial systems.

Essential Functions
- Oversees daily operations of the department; ensures compliance with rules and regulations; guarantees that deadlines are met; develops and upholds department policies and procedures; supports department and the Agencys strategic plans; aids in resolving accounting issues.
- Provides guidance towards the resolution of complicated accounting issues; ensure compliance with all external rules and regulations, such as GAAP, HUD rules, and Office of Management and Budget (OMB) Circulars.
- Directs the progress and submission of the annual operating fund subsidy.
- Serves as liaison with U.S. Department of Housing and Development (HUD); serves as the administrator for HUD online systems.
- Oversees Agency treasury tasks; monitors overall levels of cash, ensures excess cash is invested, and projects cash balances.
- Other responsibilities: developing and maintaining department policies and procedures; supporting department and agency-wide strategic plans; manage large and complex projects in assigned areas of responsibilities; oversee management of KCHA financial Enterprise Resource Planning (ERP); and analyzing and interpreting a variety of information, data, and reports.
- Serves as a financial advisor for other departments.
- Assigns, leads, trains, and inspects the work of staff; rewards and discipline; coaches, counsels and evaluates staff performance; creates staff schedules; recommends hires, terminations, promotions, and suspensions.
- Supervises the development of the Agencys operating and capital budgets; works as a financial consultant; supports the Budget Review Panel; develops and reviews the entire budget.
- Directs all financial reporting activities; manages the annual financial statements preparation in accordance with Generally Accepted Accounting principles (GAAP); coordinates with outside auditors on audits; administers monthly, quarterly, and annual financial reports; analyzes and deduces a variety of information, data, and reports.
Qualifications and Competencies
Required Qualifications:
- Bachelor’s degree in accounting, economics, finance or related fieldAND
- Extensive experience in budgeting, financial management with supervisory and management experience,OR
- An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position.
Required Knowledge, Skills and Abilities:
- Understands technical aspects of the position and continuously builds knowledge, keeping up to date on the substantive and procedural aspects of the position including comprehensive knowledge of:
- Related industry and department policies, practices, and procedures; related industry, organization, and departmental legal guides, recommendations, best practices, ordinances, and laws.
- GAAP, accounting principles, and internal controls; accounting functions including accounts payable, accounts receivable, banking/treasury, and HUD; Section 8 HUD, Federal, State, and local government accounting regulations and procedures; internal audit systems and procedures; and financial reporting.
- Experience supervising staff including coaching and mentoring to support employees in achieving Authority and individual goals; demonstrated ability to provide strong leadership in a dynamic, highly regulated work environment.
- Proven success in building productive and engaged work teams with a focus on mentoring and nurturing staff development.
- Strong critical-thinking skills; ability to evaluate information, implement timely decisions and make recommendations.
- Exceptional program management skills including the ability to prioritize and handle multiple projects simultaneously.
- Communicates plans and activities with leadership, colleagues and staff in a manner that supports strategies for involvement and accomplishment of mission and outcomes via multiple methods.
- Analyzes and develops effective policies and procedures;
- Presents proposals and recommendations clearly, logically and persuasively;
- Interprets and explains complex data analyses and research findings for technical and non-technical audiences.
- Cultural sensitivity and competency, which is essential in serving economically disadvantaged, diverse populations, including homeless and special needs households, with a particular focus on households that often fall through the community-based safety net.
- Utilizes excellent time management and problem-solving techniques, and use of professional judgment in complex situations.
- proficiency with MS Office to include Word, Excel, Outlook, and database software; familiarity with current system and suite of accessory software tools (i.e. Adobe, DocuSign, OnBase).
Special Requirements:
- Consent to and pass a credit, driver’s and criminal records background check.
- Must possess a valid driver’s license to regularly travel between work sites as required or have an alternative reliable mode of transportation. Must have an acceptable driving record at time of appointment and throughout employment.
