Position Summary

The Texas State Director serves as HRCs senior political and organizing leader in the state, responsible for advancing pro-LGBTQ+ legislative priorities, building durable statewide coalitions, and mobilizing a powerful grassroots volunteer network.

This role leads strategy and execution across state legislative advocacy, electoral engagement, coalition partnerships, and volunteer development. The State Director strengthens HRCs visibility and influence in Texas, builds alignment with national priorities, and drives coordinated efforts to defend against anti-LGBTQ+ legislation and advance pro-equality policies at the state and federal levels.

The Director is a visible, strategic leader who can navigate Texas political landscape, build cross-movement partnerships, and deliver measurable organizing and advocacy results.

Key Responsibilities

Legislative & Political Strategy

  • Develop and execute a comprehensive Texas legislative and electoral strategy aligned with HRCs national priorities.
  • Lead statewide efforts to defend against anti-LGBTQ+ legislation and advance pro-equality policies.
  • Coordinate grassroots lobbying efforts during Texas legislative sessions.
  • Develop and implement election cycle plans that elevate LGBTQ+ equality, including volunteer-driven voter engagement as appropriate.
  • Monitor political developments and adjust strategy to meet evolving legislative and electoral conditions.

Coalition Leadership & External Affairs

  • Build and sustain strong partnerships with Texas-based LGBTQ+ organizations and allied movements, including racial justice, reproductive freedom, immigrant rights, labor, youth advocacy, faith, healthcare, and business communities.
  • Position HRC as a collaborative, strategic partner within statewide advocacy coalitions.
  • Maintain productive working relationships with community leaders, policymakers, institutional stakeholders, and advocacy partners.
  • Serve as an on-the-record spokesperson and visible champion for LGBTQ+ equality across the state.
  • Coordinate with national teams to integrate HRCs Texas work across legislative, political, communications, and foundation priorities.

Volunteer & Grassroots Development

  • Build and oversee a statewide volunteer infrastructure focused on legislative advocacy and electoral mobilization.
  • Recruit, train, and develop volunteer leaders capable of managing local teams and executing coordinated advocacy actions.
  • Implement metrics-driven organizing plans and ensure accurate tracking and reporting in VAN.
  • Grow HRCs membership base and engagement footprint across diverse Texas communities.

Position Qualifications:

  • Minimum 5+ years of experience in political, legislative, or issue-based organizing; multiple campaign cycles strongly preferred.
  • 4+ years of volunteer management experience, including supervising diverse and/or remote teams.
  • Deep understanding of the Texas political and legislative landscape.
  • Demonstrated ability to develop and execute a metrics-driven issue or electoral campaign effort.
  • Unwavering commitment to centering diversity, equity, and inclusion in all aspects of work, and a demonstrated ability to develop strategies and tactics to create equitable and inclusive outcomes.
  • Must be highly organized, detail-oriented, and able to handle multiple projects simultaneously in a fast-paced environment.
  • Ability to prioritize and effectively manage multiple tasks in a fast-paced work environment.
  • Experience working successfully with coalition partners on issue advocacy.
  • Demonstrated experience with VAN and other standard organizing and advocacy tools required.
  • Strong speaking and writing skills, and strong verbal communication skills.
  • Strong skills with Microsoft Office applications (Word and Excel), and Google Apps (Gmail, Google Docs and Drive).
  • Flexibility with work schedule; this position requires frequent evenings and weekend work.
  • Must reside in Texas and be able to travel extensively within the state.
  • Valid drivers license and reliable transportation required.
  • Bilingual candidates strongly encouraged.
  • Demonstrated commitment to advancing LGBTQ+ equality and HRCs mission.

All positions at the Human Rights Campaign may require travel on a regular basis or periodically. Where the need arises for business travel, appropriate compensation as outlined by the Fair Labor Standards Act will apply.
