Org. Setting and Reporting
This position is located within the Integrated Office of the United Nations Assistance Mission in Afghanistan (UNAMA) Development Pillar. The Coordination Officer will be based in Kabul and will report to the Head of the Integrated Office/Principal Coordination Officer.
Responsibilities
Within delegated authority, the Coordination Officer will be responsible for supporting UNAMAs aid coordination functions with a particular focus on cross-pillar humanitarian/basic human needs coordination through following duties:
- Develop and maintain productive partnerships with all nexus stakeholders, including mission components, UNCT and HCT members, bilateral and multilateral donors, regional organizations, international financial institutions, the private sector, civil society, relevant authorities and other stakeholders.
- Support the operationalization of the new aid coordination architecture at strategic, national and sub-national level.
- Identify opportunities, and advocate for joint analysis among humanitarian and basic human needs actors, and explore the feasibility of joint or coordinated multi-stakeholder needs assessments/evaluations and analysis.
- Strengthen coordination and collaboration with a broader range of stakeholders relevant to bridge humanitarian, basic human needs and peace actions and to achieve collective outcomes.
- Organize and provide substantive and practical support to conferences, meetings, seminars and workshops, as necessary including note taking, speech preparation, briefing notes and ensuring that all logistics are in place.
- Provides strategic and operational advice to the Development Pillar.
- Support the development of strategies, policies and other measures designed to achieve common objectives between the Mission, UNCT and other partners.
- Collects and analyzes data to identify trends or patterns and provides insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
- Facilitate the flow of information between stakeholders, including between the UN presences and mission Headquarters. As required, may perform any other task associated with the function. Work Experience A minimum of seven years of progressively responsible experience in positions of increasing responsibility working with a variety of humanitarian, peacebuilding and development actors in developing recovery and peacebuilding plans or strategies, and humanitarian coordination including in fragile countries (field experience) is required. Specific knowledge and/or experience in multi-stakeholder coordination and planning mechanisms (e.g. UNCT, HCT, UN Mission, Government planning, etc.) and of strategic planning theory and practice is required. Demonstrated ability to work in both development and humanitarian settings and provide consistent responses is required. Strong data and info management skills, collating and analysing information from various sources to demonstrate impact of programmes is required. Prior recent work experience in Afghanistan in a coordination role is desirable. Languages English and French are the working languages of the United Nations Secretariat.
