Org. Setting and Reporting
The temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). This position is located in the Mission Support Centre of the United Nations Support Office in Haiti, Port-au-Prince. The incumbent will report to the Chief Mission Support Centre.
Responsibilities
The MSC plans, coordinates and interfaces with all mandated clients – Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces and any other supported entity – to provide timely and effective logistics support. Within delegated authority, the Logistics Officer, P-4 will be responsible for the following duties:
- Provides effective and timely planning, oversight, management and coordination of logistics support operations.
- Prepare Logistic Support Plans, After Action Reviews and assist in the preparation of CONOPS.
- Integrates and monitors the implementation of logistics support plans at assigned field missions.
- Develops policy and procedures documentation for field logistics support.
- Liaises between field missions and Headquarters staff on logistics matters and coordinates day-to-day support of logistics operations.
- Attends routine and operational meetings to liaise across stake holders in UNSOH and GSF to ascertain logistic requirements and coordinate day-to-day activity in support of operations.
- Manages logistics operations including management of logistics assets, material, cargo and personnel. Ensures timely, accountable and cost-effective delivery of support including cargo and personnel.
- Approves where applicable; Cargo Movement Requests (CMRs), Air Tasking Requests (ATRs) and Movement of Personnel (MOP) requests as and when required to facilitate the movement of commodities and personnel.
- Coordinates and provides logistics support to ongoing GSF operations.
- Plans and co-ordinates logistics support to new, sustaining, expanding, contracting and liquidating peacekeeping operations and other field missions and other peacekeeping operations.
- Keeps required records of logistic activities and level of essential supplies.
- Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
- Develops plans and procedures for assessing material, staff, troops and their movements, planning and costing of operational budgets.
- Coordinates logistics activities with procurement, finance, human resources, and other sections. Follows up on legal and financial aspects of the logistic support.
- Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
- Coordinates logistics operations with other UNSOH Section/Units and partners.
- Prepares briefing notes, talking points and reports as required.
- Assumes responsibilities of certifying officer.
- Mentor new/junior officers.

Work Experience A minimum of seven years of progressively responsible experience in surface and/or air transport, logistics operations in military, commercial or international organizations, or related area is required. Demonstrated experience in supervising and delivering logistics support within a Mission Support Center in the United Nations system and/or a comparable international organization is required. Experience in handling complex logistical and organizational issues at local and international level in a field mission environment is required. Experience in developing logistics plans, policies, procedures, and new strategies and providing technical and procedural advice in a broad range of logistics areas is required. Experience in managing a large multicultural team and multiple clients at country level is required. Languages English and French are the working languages of the United Nations Secretariat.
