Full Job Description

Result of Service

In accordance with stated deliverables, indicators and timelines, the results of this service will be accomplished through organization and delivery of:

  • Proposed agenda aligned with training outcomes,
  • Associated training materials including presentation slides & pre/post test questions,
  • National training on OSINT technical skills to government and law enforcement participants.
  • Activity and assessment report (statistics with test results) following delivery of training course, encompassing a needs assessment of participants and proposed cryptocurrency training recommendations.

Duties and Responsibilities

The incumbent will be responsible for:

  • Design of the training plan, agenda, training materials, and pre and post-test questionnaire at least 20 days before the delivery of the activity.
  • Design an activity management plan, agreed by the Programme Officer.
  • Develop and deliver training on cybercrime investigation to law enforcement officers and prosecutors.
  • Provide a detailed training report on the training courses delivered. All the training materials and course design notes should be handed over to UNODC along with mission reports. The courses should cover, but not be limited to:
  • Foundations (what OSINT is)
  • Ethics
  • Collection techniques (search, people, technical, geo)
  • Verification and analysis (validate sources, connect dots)
  • Use of OSINT in criminal justice context and international good practice

Qualifications/special skills

An advanced university degree (Masters degree or equivalent) in law, business administration, international relations, social science, political science, international relations or criminology, criminal intelligence, intelligence, information technology or similar subject is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the university degree.

  • A minimum of 7 years of professional law enforcement, intelligence, prosecution and/or adjudication with demonstrable experience in conducting cryptocurrency investigations is required.
  • Experience of designing, organizing, planning, and implementing training sessions on cryptocurrency is required.
  • Experience in implementation of project activities and preparing the draft communication and visibility plan is desirable.
  • Practical broad professional experience in countering online fraud and electronic payment fraud, with a national law enforcement or intelligence agency or prosecution authority, particularly in the areas of cybercrime; delivery of training is desirable.
  • Experience in the implementation of project activities and preparing the draft communication and visibility plan is desirable.
  • Experience gained from working with United Nations and/or other international law enforcement organizations is desirable.
  • Professional working experience in the implementation of counter-cyber technical assistance activities is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English, with excellent drafting and communication skills, is required. Knowledge of another official United Nations language is an advantage.
