Job Overview The Data Management Officer is responsible for the effective management, analysis, and reporting of protection data to support high-quality program implementation. The role ensures accurate, timely, and secure data collection and management in line with organizational, donor, and international data protection standards. The Data Officer will support protection programs, including Child Protection (CP), Gender-Based Violence (GBV), and other vulnerable groups, ensuring that data systems strengthen case management, service delivery, accountability, and evidence-based decision-making. In the event of a humanitarian emergency, the role holder will adapt to evolving operational needs, including working flexible hours and supporting emergency data systems as required. Key Areas of Accountability 1. Data Management and Systems Strengthening Design, maintain, and improve data management systems for protection programming (e.g., CPIMS/GBVIMS or similar platforms). Ensure accurate, complete, and timely data entry by caseworkers and field teams. Develop and maintain data management plans, standard operating procedures (SOPs), and data flow diagrams. Conduct regular data quality checks (DQAs) to ensure consistency, accuracy, and reliability. Maintain structured data storage systems (electronic and physical where applicable). Ensure regular database backups and system security updates. 2. Data Analysis and Reporting Analyse protection data to identify trends, gaps, risks, and service needs. Generate monthly, quarterly, and annual internal and donor reports. Develop dashboards, visualizations, and statistical summaries to support program decision-making. Support proposal development with accurate baseline data and evidence. Provide real-time data summaries during Project Implementation. Compile and present findings in clear, non-technical language for program teams and management. 3. Data Protection and Compliance Ensure compliance with organizational data protection policies and international standards (e.g., CPIMS SOPs, IASC data protection guidelines). Safeguard sensitive protection data, especially concerning children, GBV survivors, and other vulnerable groups. Control database access and maintain user permissions. Promote confidentiality and ethical data handling across all protection staff. 4. Capacity Building and Technical Support Train case workers, Protection Officers, and field staff on data collection tools and information management systems. Develop user guides, training materials, and refresher sessions. Provide ongoing troubleshooting and technical support. Strengthen staff understanding of data quality, confidentiality, and reporting standards. 5. Monitoring, Evaluation, and Learning (MEAL) Support Collaborate with MEAL teams to ensure alignment between indicators, tools, and reporting systems. Support development and revision of data collection tools. Contribute to evaluations, assessments, and learning reviews. Ensure indicators are properly defined, tracked, and reported. 6. Coordination and Collaboration Work closely with Protection Managers, Coordinators, and field teams to ensure data informs programming. Support inter-agency information sharing mechanisms where appropriate and compliant. Participate in protection working group data initiatives as required. Qualifications and Experience Bachelors degree in information management, Statistics, Computer Science, Social Work, Development Studies, or related field. Additional certification in data management, database systems, or information systems is an added advantage. Minimum 3 years of experience in data management, preferably within protection or humanitarian programming. Proven experience working with protection data systems (e.g., CPIMS, GBVIMS, or similar). Experience in data analysis, dashboard development, and donor reporting. Experience handling sensitive and confidential information. Experience in humanitarian or emergency response settings is an advantage. Skills and Competencies Strong knowledge of protection principles including child protection and GBV case management. Advanced proficiency in database systems, Excel (advanced), and CommCare, with demonstrated ability to integrate data for real-time visualization and dashboard development using tools such as Power BI. Ability to integrate GIS tools into data analysis for beneficiary mapping, spatial analysis, and geographic visualization to support evidence-based program planning and decision-making Ability to analyze, interpret, and present complex data clearly. Strong understanding of data protection and ethical data management. Excellent written and verbal communication skills. NB: This advert will close on 8th March 2026.
