The International Rescue Committee (IRC) is seeking a dynamic Senior Officer, Technical Partnerships to lead on bringing together internal IRC teams to ensure the continued growth and development of strategic new business opportunities and meet our private fundraising ambitions. The Senior Officer is expected to oversee a portfolio including several key funding priorities, with some potential evolution of portfolio makeup as needed. This individual will play a central role driving IRCs ambitious Impact @ Scale (I@S) plans, a set of priority interventions that deliver outsized impact for every dollar invested, and will serve on the agile team models that will support this initiative. The Senior Officer will be an integral part of a matrix management structure to bring private fundraising, technical units, and I@S priorities together. This role is part of the Program Services team, which aims to provide the High Value Fundraising teams (Philanthropy, Trusts & Foundations, and Corporates) with best-in-class support in a single, unified service model. The role is managed in partnership between Program Services and the IRCs Economic Recovery and Development (ERD) Technical Unit. The ideal candidate is an entrepreneurial professional who has demonstrated experience with global Economic Recovery & Development and climate programming, as well as experience across strategic partnership development, , fundraising and communications channels while working with global, cross-cultural teams. Major Responsibilities: The role will galvanize and work alongside IRCs high-value fundraisers, Global Practice Leads (GPLs), in-country and technical experts, and support teams to significantly raise the profile of, and increase revenue for ERD programming and key priority areas at the IRC. The major responsibilities will include: Influence and guide strategic private-sector engagement across fundraising priorities (30%)
- Work closely with the Associate Director, ERD, and I@S Leadership to develop and implement business development strategy (I@S priorities and Outcome Strategies), including overseeing the development of strategic positioning materials and donor engagement plans to enhance IRCs competitiveness in priority areas.
- Represent I@S priority areas within agile teams and thought leadership working groups. Influence resource-mobilization strategies for I@S, help shape donor pathways geared toward scale, and support alignment across technical and fundraising teams for I@S pipelines.
- Work with GPLs, Regional Leads and fundraisers to shape project ideas, proactive messaging and materials, and funding need pitches to be poised for donor pitches.
- Demonstrate a strong command of current global thought leadership and advancements in applicable subject matter. Business Development (30%)
- Provide high-level advisory input to GPLs, and fundraising teams across priority areas.
- Maintain portfolio of support for key priority areas, including ready for scale priorities.
- Work alongside technical leads and the wider Marketing & Mobilization team to develop multifaceted and compelling materials that strike the balance between technical depth and clarity of vision for specific audiences, including strategic partnership development, big bets, and new prospects.
- In collaboration with other Program Services team members, support the creation of stewardship plans for restricted and loosely restricted donors in collaboration with account managers, donor engagement, and I@S campaign teams.
- Lead and/or support proposal development processes as needed for ERD and other priority areas, bringing together teams across the organization including senior leadership. As needed, participate in donor meetings providing technical expertise and strategy support, and/or connect relevant colleagues from across the technical unit to inform donor conversations, proposal design, and business development.
- Complement and amplify the capacity of the ERD and fundraising teams to engage with and secure private donations by providing technical expertise, strategy support, and project alignment with donor interests. This includes communications, knowledge management, proposal development, and portfolio management.
- Maintain knowledge of IRC ERD technical approaches, operating contexts, and sectoral trends to inform business development efforts. Internal coordination & process improvements (20%)
- Help develop and operationalize standard ways of working and process workflows for cross-functional projects, including I@S, between High Value, Marketing & Mobilization, ERD, and other teams to grow overall funding, advance our private-sector partnerships pursuits, prioritize funding needs, increase efficiency, and ensure appropriate partner sign off.
- Ensure an outstanding level of support to our internal partners, including coordinating and leading effective cross-functional meetings, and ensuring decisions and follow up actions are taken in a timely manner.
- Work with Technical Units and High Value counterparts to create information sharing systems. Portfolio management support (20%)
- For strategic partnerships, engage across the duration of a grant, in close coordination with the fundraising teams, Program Services and ERD, to ensure donor requirements are met, compliance issues are raised as needed, and to design a creative, long-term engagement strategy to deepen donor dedication.
- As appropriate, provide post-award project management support on large strategic grants as requested from fundraising teams and ERD. Essential Qualifications:
- 6-7years of related work experience, preferably with a large International Non-Governmental Organization in programs, fundraising and/or advocacy
- Outstanding communication, relationship management, writing, and presentation skills
- Experience with global ERD programming in low-resource settings
- Experience working with fundraising and grants management processes
- Demonstrated ability to collaborate and communicate around ERD programming and strategy across both technical and lay audiences
- Experience fundraising for ERD or related programming; ability to quickly get up to speed on technical content and strategy
- Excellent track record of delivering on sophisticated proposals and projects
- Bachelors degree in international development, social work, or other relevant area, or equivalent professional experience
- Experience across strategic partnership development, program design and development, fundraising and communications channels
- Experience developing and implementing multi-million-dollar partnerships Desired Qualifications:
- Knowledge of other IRC languages (Spanish, French, Arabic) would be an asset
- The ideal candidate will have experience across strategic partnership development, programs, and fundraising
- International experience across diverse contexts; working with global, cross-cultural teams
