OBJECTIVE OF THE OFFICE/DEPARTMENT This is a requisition for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO) Contractual Agreement: Non-Staff – International PAHO Consultant Job Posting: February 26, 2026 Closing Date: March 5, 2026, 11:59 PM Eastern Time Primary Location: Off Site Organization: HEO Health Emergencies Office Schedule: Full time PURPOSE OF CONSULTANCY Purpose of contract: The purpose of this consultancy is to support the operationalization and streamlining of institutional instruments and processes for PAHOs growing portfolio of Pandemic Fund projects for Pandemic Prevention, Preparedness and Response. Description of deliverables: As part of the PAHO Health Emergencies (PHE) Department, the consultant will be part of the PHE Resource Mobilization and Communications Team (PHE/RMC), in close coordination with the PHE Programme management and Administration Team (PHE/MGA) and is responsible for supporting the management of the portfolio of Pandemic Fund projects involving PAHO/WHO as an implementing entity. The Pandemic Fund (PF) is a catalytic financing mechanism which provides important resources to advance pandemic prevention, preparedness, and response (PPR) capacities at national, regional, and global levels, with a focus on low- and middle-income countries, while incentivizing further investment. The consultant will support the RMC team lead with the operational implementation, monitoring, and reporting of Pandemic Fund projects in PAHO, currently involving over 18 countries, as well as subregional and regional programs. The consultant will support operational planning, programming, budgeting and monitoring of Pandemic Fund contributions, assist in the review of administrative, programmatic and financial matters related to PF project implementation and support the elaboration of inter programmatic and inter sectoral projects for future call for proposals by the Pandemic Fund. He/she will also support PAHOs regional participation and representation in Pandemic Fund discussion forums in WHO and/or with the Pandemic Fund Secretariat and the development of internal instruments to build internal capacity for PF project management and streamline and harmonize implementation of PF funds across PAHOs portfolio. General responsibilities: Under the direct supervision of the Team Lead, Resource Mobilization and Communications, and in close coordination with the Program Management and Administration (MGA) team, the consultant is responsible for the following assigned duties: a) Provide technical support in the planning, operationalization, and reporting of Pandemic Fund projects, including resource coordination, performance monitoring and assessment and use of evaluation tools to support the sound management of these funds. b) Coordinate with countries, regional technical units and subregional programs in collaboration with the PHE/RMC Team Lead and provide technical quality control for the development of annual micro-planning for Pandemic Fund voluntary contributions, ensuring fit with donor requirements. c) Coordinate regular technical monitoring on progress of work plans and the preparation of annual reports on impact and results to the Pandemic Fund, providing guidance on monitoring and reporting tools and quality assurance. d) Facilitate the preparation of various written outputs, including briefing documents, talking points, routine update to EXM and WHO/HQ, presentations, etc. to inform internal and external stakeholders on Pandemic Fund project implementation in the Americas. e) Contribute to the development of new Pandemic Fund application requests as well as PF donor and deliver partners engagement strategies to support efforts for the successful mobilization and implementation of PF funds. DESCRIPTION OF DUTIES: Deliverables and payment schedule The consultant will be responsible for delivering the following products/services related to these responsibilities with input from the respective project manager, the Pandemic Fund Project Officer: 1. Product 1: Internal guidance note on PF project development and implementation. Due Date: 10 April 2026 USD 4,300.00 2. Product 2: PAHO Analysis Report on PF Portfolio Implementation & EXM Brief on PAHO strategic value as PF partner, including draft key messages / recommendations regarding change in PAHO’s role under PF projects. Due Date: 30 April 2026 USD 3,010.00 3. Product 3: Final PowerPoint Presentations and minutes of PF Coordination Meetings with Implementing Cost Centers and WHO/HQ, including presentation of findings from Mid-term review and implementation recommendations. Due Date: 31 May 2026 USD 4,515.00 4. Product 4: Guidance material package for the submission of PF project annual report. This should include country team briefing presentations, annual report offline templates and other guidance notes adapted to PAHO’s PF portfolio. Due Date: 30 June 2026 USD 4,730.00 5. Product 5: Analysis report on 2025-26 annual report process for PAHO pandemic fund portfolio. Due Date: 5 August 2026 USD 5,590.00 6. Product 6: Report on initiation of R3 PF projects. Due Date: 10 September 2026 USD 5,590.00 7. Product 7: Q3 PF Technical Update Reports to WHO/HQ Due Date: 15 October 2026 USD 4,300.00 Note 1: The consultant shall provide the manager with a comprehensive technical report detailing all work carried out during the consultancy, to be submitted prior to the final invoice to the project manager. Qualifications, experience, skills, and languages EDUCATIONAL REQUIREMENTS:(Qualifications) Essential: A bachelors degree in project management, business administration, international relations, or social science or a field related to the functions of the position, from a recognized university.Desirable: A masters degree in public health, policy and planning, project management, health administration, public administration, international development or related field would be an asset. EXPERIENCE REQUIREMENTS: Essential: Five years of combined national and international experience in the fields of health planning, project management, business administration, resource mobilization, information management, monitoring and evaluation or related field.Desirable: Experience in working with a wide range of stakeholders including international donor agencies and/or experience working with the UN/International Organizations as well as knowledge of corporate ERP systems, and management of corporate resources would be assets.LANGUAGES: Excellent written and spoken English; working knowledge of Spanish (or English). Working knowledge of French or Portuguese would be an asset. ADDITIONAL SKILLS: Computer literacy. Strong presentation skills with proven ability to write in English in a clear and concise manner.
