Food and nutrition security analysis is the basis for the design and implementation of all WFP operations. Prior to the design of any intervention, WFP undertakes an analysis of the food and nutrition security as well as regular market monitoring which informs Governments policies and programmes and the wider humanitarian and development communitys planning, programming and resource allocation. The purpose of the job will be to: (1) lead the food security, nutrition and market monitoring and analysis system in the Country Office and contribute to the Vulnerability Analysis Mapping (VAM) evidence base that supports food security and nutrition policies and programmes (e.g. needs assessment and situation analyses, programme design, targeting, cost effectiveness, and operational efficiency). (2) strengthen the capacities of national and local stakeholders to prepare for and respond to food insecurity and emergencies (3) produce evidence and standards related to targeting and prioritization of geographic locations, households, and individuals in need of assistance and (4) utilize the latest science and technology to inform the design, implementation and monitoring of food security, nutrition and broader social protection programmes. TERMS AND CONDITION Position Title: Programme Policy Officer (Food Security Monitoring and Vulnerability Analysis Specialist) Contract Type: Service Contract (SC) Level: SC L9 Contract Duration: 12 months (Renewable) Duty Station: Kathmandu, Nepal Date of Publication: 04.03.2026 Deadline of Application: 17.03.2026 WFP offers a competitive benefits package including salary plus CIGNA health insurance ACCOUNTABILITIES/RESPONSIBILITIES: Under the overall guidance and supervision of the Head of Research, Assessment and Monitoring, the position will have the following responsibilities: 1.Contribute to the development of VAM projects and activities, plans and processes, ensuring alignment with wider WFP policies and guidance. 2.Support the development of systems and tools for the monitoring and assessment of food assistance needs in line with innovative methodologies and best practice. 3.Support the development of food security and vulnerability analysis and the preparation of timely reports on food assessment needs in line with wider VAM policies, processes and guidance to enable effective decision-making on the development of country strategy, policies and programmes. 4.Provide assistance on the coordination of data gathering and monitoring systems ensuring that rigorous quality standards are maintained. 5.Liaise with implementing partners (internal and external) to monitor ongoing projects, ensuring effective collaboration, timeliness and efficiency and highlight potential risks to project delivery. 6.Support the capacity building of WFP staff, partners and national government to conduct vulnerability analysis to effectively inform preparedness and response activities. 7.Lead both geographical and household-level targeting activities to inform design and implementation of WFP activities. 8.Provide support to relevant partners that are focusing on food security and nutrition issues to enable sharing of experience, lessons learned and best practice. 9.Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries. 10.Act in an assigned emergency response capacity as required to meet emergency food assistance needs and to lead assessments of the impact of shocks, including flooding and earthquake events. 11.Work together with existing and new in-country, regional and global partners to integrate multi-hazard early warning systems, climate analysis into vulnerability analysis and mapping leading to preparation of contingency plans focusing on risk-informed approaches to inform the national and local governments decision-making and WFP Country Office advocacy, policy and programmes. 12.Provide technical advice and support to government, WFP and cooperating partner staff on matters pertaining to food security and nutrition strategies, policies, programmes, and facilitate the timely and efficient use of products in a manner that complies with WFP standards and processes and considers gender and social inclusion. 13.Support the government to develop nationally-owned food security monitoring systems at the local, provincial and federal level. 14.Carry out other tasks as required.
