Employee Contract Type: Local – Fixed Term Employee (Fixed Term) Job Description: Job Purpose: The Program Officer Multi-Purpose Cash Assistance (MPCA) is responsible for leading the implementation of MPCA and activities. This role provides coordination and technical support for lifesaving cash assistance programs across project operational areas. The officer collaborates with district government bodies, relevant partnersincluding community and internal departments within WVE to ensure the effective delivery of emergency Cash and Voucher Assistance (CVA). This includes beneficiary targeting, digital registration, and cash distribution. The position emphasizes building the skills and capacities of individuals targeted for basic needs support, livelihood restoration, and long-term development. Key responsibilities also include market monitoring, capacity building, and the formation of linked to micro, small, and medium enterprises (MSMEs). The officer supports market-driven recovery efforts and works with local stakeholders to promote sustainable livelihoods and economic resilience. Additionally, the officer will develop user-friendly and practical work breakdown structures (WBS) for cash-based interventions, ensuring timely and appropriate implementation, monitoring, and reporting. The role encompasses activities such as cash distribution, market monitoring, and price data collection and analysis. Major Roles and Responsibilities: Mobilize and sensitize communities through participatory approaches to ensure ownership and sustainability of MPCA and interventions. Conduct community entry meetings, awareness sessions, and stakeholder briefings. Facilitate and coordinate training sessions and CVA processes. Develop Terms of Reference (TORs), training materials, and manage logistics and financial documentation for field activities. Integrate gender, protection, and faith-based values into all project activities. Create and maintain detailed Work Breakdown Structures (WBS) to guide implementation, monitoring, and reporting. Build and maintain strong relationships with community leaders, local government officials, and other stakeholders. Conduct stakeholder mapping and social network analysis to identify key influencers and potential collaborators. Facilitate regular coordination meetings and joint planning sessions with partners. Support the formation and strengthening of and link them to micro, small, and medium enterprises (MSMEs). Advocate for the inclusion of vulnerable groups, including women, youth, and persons with disabilities, in all project components. Lead the implementation of monitoring, evaluation, accountability, and learning (MEAL) systems. Conduct baseline, midline, and end line assessments in collaboration with MEAL teams. Analyse data to identify trends, gaps, and areas for improvement. Prepare and submit detailed monthly, quarterly, and annual reports. Maintain organized records of project documentation, including beneficiary lists, training attendance, market assessments, and impact stories. Monitor local market dynamics and adjust transfer values accordingly. Identify and test innovative approaches to improve the efficiency and impact of MPCA and document and disseminate lessons learned, success stories, and best practices. Contribute to the development of strategic plans and proposals for scaling up interventions. Ensure compliance with audit requirements and donor standards. Support capacity building of staff and partners through mentoring and technical assistance.
