We are currently seeking qualified candidates for the position of Provincial Outbreak Officer based in Quelimane, Zambezia Province, under the EpiC Global Health Security (GHS) Project. Job Summary The Provincial Outbreak Officer Zambezia Province will provide technical leadership and operational support for outbreak preparedness, detection, and response at the provincial and district levels. The position will be based in Zambezia Province and seconded to the Provincial Health Directorate (DPS) or Provincial Health Services (SPS) to ensure close collaboration with government counterparts and alignment with provincial and national emergency response priorities. The Officer will support the functionality of Provincial Public Health Emergency Operations Centers (PHEOCs) and the effective application of the Incident Management System (IMS) to enable rapid, coordinated responses to public health emergencies. The role focuses on strengthening preparedness as the foundation for effective response through capacity building, simulation exercises, outbreak resource mapping, emergency stock management, surge planning, and real-time outbreak response support. By improving coordination, decision-making, and resource mobilization, the Provincial Outbreak Officer contributes directly to achieving 7-1-7 targets for timely detection, notification, and response. This position reports primarily to the Senior Technical Advisor for Quality Improvement. Accountabilities: Technical Leadership & PHEOC/IMS Support Provide technical support to strengthen the functionality of provincial PHEOC in line with national frameworks and IMS principles. Support development, adaptation, and operationalization of PHEOC SOPs, emergency response tools, reporting forms, contact lists, and incident logging systems. Support activation, coordination, and deactivation of IMS structures during outbreaks and public health emergencies. Provide on-the-job mentoring to provincial staff across IMS functions (Incident Management, Operations, Planning, Logistics, Finance/Admin). Capacity Strengthening, Training & Simulations Support planning and delivery of foundational and intermediate Public Health Emergency Management trainings in collaboration with MISAU, INS, CDC, and partners. Facilitate or support simulation exercises, table-top scenarios, and drills to test outbreak preparedness and response systems. Support After-Action Reviews (AARs) and ensure lessons learned are documented and incorporated into updated plans and SOPs, training materials and future simulations. Apply the Total Quality Leadership and Accountability (TQLA) approach to strengthen performance and quality of outbreak preparedness and response activities at provincial level. Promote a culture of accountability, continuous learning, and adaptive management within provincial PHEOCs and response teams. Support routine use of performance data, dashboards, and monitoring tools to track preparedness indicators, response timelines, and implementation quality in line with 7-1-7 targets. Support identification of root causes for delays, bottlenecks, or performance gaps and assist provincial teams in developing practical corrective actions. Model quality leadership behaviors by fostering collaboration, transparency, and evidence-based decision-making among provincial stakeholders and partners. Contribute to documentation of lessons learned and best practices to support replication in other provinces. Outbreak Resource Mapping & Preparedness Assessments Coordinate and support outbreak resource mapping and needs assessments in Zambezia. Support collection, verification, and analysis of data on emergency stockpiles and response assets. Identify critical gaps and vulnerabilities and contribute to reports and recommendations that inform procurement and resource allocation. Coordinate with multisectoral partners, including veterinary and agriculture services, for zoonotic preparedness. Emergency Stock Management & Pre-positioning Support the province to identify and establish secure storage spaces for emergency supplies. Assist in strengthening emergency inventory management systems, including tracking of stock levels and expiry dates. Support training of provincial pharmacy and logistics staff on emergency stock management best practices. Assist with pre-positioning of starter emergency supplies and establishment of deployment and resupply protocols. Rapid Resource Deployment & Logistics Coordination Support provincial rapid response teams (RRTs) to plan and practice rapid deployment of emergency supplies. Assist the province to clarify decision-making authority and communication pathways for emergency logistics. Support integration of logistics functions within the IMS during outbreak responses. Ensure lessons learned are reflected in revised emergency response plans. Surge Capacity, Isolation Preparedness and Outbreak Response Support development of provincial guidelines for mapping and activating isolation and surge capacity sites. Assist in assessing potential isolation facilities and surge spaces prior to emergencies. Support table-top exercises and drills focused on overwhelming outbreak scenarios. Contribute to surge capacity action plans or annexes to provincial or national emergency plans. Provide technical and coordination support during active outbreaks of priority diseases in focus provinces. Support outbreak validation, monitoring, and documentation in coordination with provincial and national authorities. Assist with mobilization of project-supported resources and surge support in line with approved protocols. Partnership, Coordination, and Representation Serve as the primary EpiC GHS focal point for outbreak response in Zambezia Province, maintaining strong working relationships with DPS/SPS, district health authorities, laboratories, and implementing partners. Participate in and support provincial coordination mechanisms, including the Health Emergency Management Committee, Outbreak Response TWGs, IPC Committees, PHEOC coordination meetings, and One Health taskforces. Coordinate with humanitarian and development partners, NGOs, and community actors involved in emergency response as needed. Provide regular technical updates, situation reports, and progress summaries to the Senior Technical Advisor Quality Improvement and Global Health Expert. Applied Knowledge & Skills Strong understanding of public health emergency preparedness and outbreak response systems, including IDSR and PHEOC operations. Demonstrated technical expertise in outbreak investigation, rapid response coordination, and incident management. Practical experience supporting or leading field-based outbreak responses at provincial or district levels. Familiarity with IPC principles and their application during outbreaks and health emergencies. Ability to analyze outbreak data and produce clear situation updates, line lists, epidemic curves, and summary reports using Excel and routine reporting tools. Strong coordination and facilitation skills, with demonstrated ability to manage multi-sectoral and multi-partner response efforts. Ability to work under pressure, respond rapidly to evolving emergencies, and make sound operational decisions in complex environments. Excellent interpersonal, communication, analytical, and problem-solving skills. Proficiency in Microsoft Office and comfort using digital reporting and emergency coordination tools. Fluency in Portuguese (required) and proficiency in English (preferred). Education and Experience Bachelors degree and at minimum of 4 years of relevant experience in public health, epidemiology, emergency management, or a related field. Training in outbreak investigation, emergency response, incident management systems (IMS), or IPC is a strong asset. Proven experience supporting or coordinating outbreak responses at provincial or district level in Mozambique. Demonstrated experience working closely with provincial health authorities (DPS/SPS) and supporting emergency coordination mechanisms. Demonstrated experience mentoring or coaching government staff to strengthen outbreak preparedness and response capacity. Prior experience with USAID-, CDC-, or other donor-funded health security or emergency response programs is preferred. Travel Requirements Based in Zambezia Province, with frequent in-province travel for outbreak response, field investigations, and district support.
