Job Overview: The Casework Program Manager oversees the Extended Case Management (ECM), Intensive Case Management (ICM), and Program for Initial Resettlement (PIR) programs at IRC Salt Lake City. This role provides leadership, supervision, and strategic direction to ensure delivery of high-quality, client-centered resettlement services. The Casework Program Manager currently supervises 78 staff and is responsible for program compliance, quality assurance, staff development, fiscal management and community partnership building. Major Responsibilities: Program Oversight & Service Delivery Ensure the delivery of comprehensive, timely, and high-quality services in accordance with PIR Cooperative Agreement, ICM contract, ECMs URCM contract, and other funder requirements. Guide implementation of programs, ensuring adherence to client-centered, trauma-informed, and strengths-based approaches. Screen clients for program eligibility and assign caseloads to case managers. Support staff in responding to client crises, safety concerns, and complex cases. Collaborate with other departments (employment, health, education, youth, etc.) to coordinate referrals and integrated service delivery. Maintain program knowledge and adapt to policy updates, best practices, and compliance requirements. Facilitate cross department case staffing and strategic efforts to increase and maintain collaboration across resettlement programs. Staff Supervision & Development Supervise a team of 78 staff and multiple interns across three casework programs, including onboarding, training, and ongoing coaching. Conduct regular individual supervision, team meetings, and performance evaluations in alignment with IRCs People Manager Standards. Foster a respectful, inclusive, and supportive environment for staff and clients. Provide leadership in recruitment, retention, and professional development of staff, volunteers, and interns. Compliance, Quality Assurance & Reporting Monitor casework documentation, client case files, and case notes for accuracy, timeliness, and compliance with federal, state, and IRC standards. Become the office expert on the casework federal contract requirements and standards. Ensure program outcomes and client progress are tracked, analyzed, and reported. Prepare for monitoring visits from IRC headquarters, state, and federal partners. Manage program budgets and spending, including oversight of direct client assistance and approval of financial expenditures. Community Engagement & Partnership Building Build and maintain strong partnerships with housing providers, service organizations, employers, and government agencies to expand resources for clients. Represent IRC in public, professional, and governmental forums as needed. Liaise with the Utah Refugee Services Office, local coalitions, and national IRC networks on program development, compliance, and coordination. Regularly bring in partners and service providers to train and inform the case management teams on resources and processes in the community. Leadership & Strategy Identify opportunities for innovation, resource development, and sustainability of casework services. Support grant writing, reporting, and fundraising efforts related to casework services. Job Requirements: Education: Bachelors degree in social work, public health, international relations, or related field required; Masters degree preferred.Work Experience: Minimum 3 years of experience in refugee resettlement, case management, or related human services field. At least 2 years of supervisory experience required. Experience in program management, budget oversight, and compliance monitoring required. Demonstrated Skills &Competencies: Strong leadership and staff management skills using a coaching approach. Ability to manage multiple priorities, work under deadlines, and maintain accountability. Excellent communication and relationship-building skills with diverse stakeholders. Demonstrated cultural humility and ability to work effectively in a multicultural environment. Proficiency in Microsoft Office Suite and data management tools. Valid drivers license, insurance, and reliable transportation. Excellent written and oral communication skills in English; proficiency in a language spoken by client populations preferred. Working Environment: A combination of standard office environment, remote work, and field work in the service delivery area. May require occasional evening and weekend hours.
