Employee Contract Type: Local – Temporary Job Description: Position Purpose: The Child Protection and Case Management Specialist is responsible for providing comprehensive technical leadership and support across Child Protection programming, with a particular focus on Case Management, in alignment with the strategic priorities of the Bangladesh Rohingya Crisis Response Program. The Child Protection and Case Management Specialist will provide operational support to the Project Manager. The role holder will lead and technically oversee case management interventions, ensuring high-quality, timely, and compliant service delivery. This includes providing ongoing technical support and supervision to Case Management Officers and field teams. The Child Protection and Case Management Specialist will contribute to the development, implementation, monitoring, and reporting of Child Protection and Case Management activities, ensuring adherence to World Vision Bangladesh Rohingya Crisis Response standards, CPSS guidelines, and, where possible, national systems. Key responsibilities include leading capacity-building initiatives for staff, supporting decision-making in high-risk cases, and contributing to the development of high-quality concept notes and proposals. The Child Protection and Case Management Specialist will also play a critical role in coordination and representation with UN agencies, NGOs, and humanitarian coordination mechanisms to strengthen child protection responses and referral systems. The role requires flexibility, with the expectation that the Child Protection and Case Management Specialist may work outside the normal role profile and adjust working hours as necessary to meet organizational needs. Key Responsibilities: Technical Leadership of Child Protection and Case Management: Provide technical leadership for Child Protection and Case Management programming across the World Vision Bangladesh Rohingya Crisis Response (WV BRCR), in line with the country’s CPSS strategy, and global standards. Contribute to the development and implementation of a comprehensive Child Protection approach, ensuring integration of Case Management within humanitarian and development programming. Build the technical capacity of WV BRCR staff in Child Protection, and Case Management approaches and tools. Ensure the case management implemented by WV BRCR is aligned with local systems where possible and adheres to the inter-agency and WVBs specific standard operating procedures, minimum standards, and technical guidelines. Conduct regular supervision meetings with CP, CM & Nutrition Staff to ensure the effectiveness of the case management process. Conduct regular case file audits to ensure that they are up to date and check the quality and consistency of work. Review the follow-up of CP, CM, and ensure all reporting is managed within acceptable timelines Work in close collaboration with the community systems to strengthen the relationship with the community in line with the referral system Quality CP project Design, Implementation, Oversight, and Sustainability: Ensure all CP project activities and installations refer to CPMS, CPSS guidelines and checklist, government standards, and are aligned with internal and external Strategic Objectives Provide technical oversight of Case Management activities, ensuring alignment with national systems where possible and adherence to approved SOPs, referral pathways, and data protection standards. Review, adapt, and develop Child Protection and Case Management tools, including SOPs, forms, service mappings, referral mechanisms, and information-sharing protocols. Provide technical guidance and decision-making support for high-risk and complex cases, in line with risk management and safeguarding procedures. Promote and monitor integrated programming across sectors (e.g., Education, MHPSS, GBV risk mitigation, GiHA, AAP) to strengthen holistic child protection outcomes. Ensure meaningful, age and gender-sensitive child participation for men, women, boys, and girls, taking into account local needs Follow up with Camp level accountability staff to respond to feedback from areas of implementation to strengthen case management implementation Coordinate and support the establishment of the CP & CM database to contribute to the indicator reporting Facilitate the donors field visit to ensure proper communication and relationships between World Vision and communities. Participate and review project evaluations in close coordination with the internal and/or external evaluator. Conduct regular field monitoring visits to ensure quality implementation and adherence to humanitarian and ethical standards. Develop CP & CM activities that mainstream child safeguarding while working with other sectors. Collaborate with teams to generate activity concept notes and review financial reports to maintain accurate spending reports and up-to-date budgets. Capacity Building and Team Support: Develop and implement capacity-building plans for Child Protection and Case Management teams and partners. Provide training, coaching, mentoring, and on-the-job technical support to Child Protection Officers, Child Protection Assistants, and Caseworkers. Support recruitment, induction, and technical development of Child Protection and Case Management staff, particularly in emergency contexts. Facilitate technical meetings, case conferences, and learning sessions as required. Coordination, Collaboration, Networking, and Advocacy Support: Coordinate closely with the internal and external stakeholders to strengthen Child Protection and Case Management service delivery and referral systems. Ensure World Vision is appropriately represented during CiC meetings, CP focal point meetings, case conferencing, and Camp-level meetings, among others. Represent WV BRCR in relevant Child Protection and Case Management coordination forums and inter-agency meetings. Link case workers with service providers and support effective collaboration Liaise with government counterparts, UN agencies, NGOs, and community actors to enhance access to services and address gaps in response. Support advocacy, communications, and organizational learning efforts through documentation of lessons learned, best practices, and evidence generation. Documentation, Project monitoring, and evaluation: Compile quantitative and qualitative reports while updating the Case management database. Facilitated allocated projects information and documentation processes, and ensured effective communication of the project results. Ensure WV participation in assessments in close coordination with the projects teams to feed into the design team during the drafting of the new proposals, making sure it matches the program objectives and donors’ requirements. Work closely with the team to generate proposals and reports. Ensure that files, registers, and computer databases are used appropriately and correctly, and ensure that case workers adhere to proper documentation and data protection protocols Coordination, Collaboration, Networking, and Advocacy Support: Ensure collaborative planning through the camp-level sector coordination meetings while working closely with CP focal points. Represent at the Camp and Sector Level Meeting and Workshop Represent World Vision during field-level donor and Government visits. Ensure constant and transparent communication and collaboration with relevant stakeholders, including community members, community leaders, and families Develop advocacy Materials for WV BRCR related to Child Protection Other/ General Responsibilities: Ensure safeguarding compliance (this includes visitors and media protocols, partnering with communities and other agencies or CBOs, and children’s participation) with World Visions policies, CPSS, and standards and guidelines, including confidentiality and Do No Harm. Education/Knowledge/Technical Skills and Experience: The applicants should hold a university degree in Social Sciences, Psychology, Development Studies, or International Law, or a related field with extensive relevant professional experience. A minimum of 4 -5 years of experience in Social Work/Case management and emergency response. Proficient English communication skills (both oral and written) Advance knowledge of CPMS, CPIMS+, Red Cross, and NGO Code of Conduct Strong interpersonal relationships and team-building background Excellent analytical, documentation, problem-solving, interpersonal, and negotiation skills Possess the ability to work with different partners, local authorities, local organizations, and NGOs, to develop and maintain positive collaboration and relationships.
