Employee Contract Type: Local – Temporary Job Description: Job Purpose: The Programme Lead will provide overall strategic, operational, and financial leadership for the implementation of a multi-sectoral humanitarian response programme. The role ensures effective programmet planning, coordination, technical quality, and compliance with donor and organizational standards. The Programme Lead oversees sector leads and technical staff, ensures timely delivery of outputs and outcomes, strengthens collaboration with UN agencies, government authorities, and humanitarian coordination mechanisms, and ensures compliance with donors financial, monitoring, and reporting requirements. Key Responsibilities: Strategic Programme Leadership: Provide overall strategic leadership to ensure delivery of project objectives and outcomes. Ensure alignment of project activities with humanitarian response plans, sector standards, and organizational strategy. Lead development of implementation strategies, workplans, and operational frameworks. Provide guidance to sector leads (e.g., Protection Project Lead, Technical Coordinator, WASH Manager) and Technical Leads. Programme Implementation and Coordination: Ensure timely implementation of project activities across camps and host communities. Coordinate multi-sector interventions and integration between protection, GBV, WASH, and other program components. Oversee implementation plans and ensure adherence to agreed timelines and milestones. Conduct regular field visits to monitor progress and support teams. Financial and Compliance Management: Oversee project budgeting, expenditure tracking, and financial reporting. Ensure compliance with OCHA financial guidelines and donor reporting standards. Approve expenditure plans and ensure resources are used efficiently. Ensure that procurement and financial systems follow OCHA requirements. Monitor budget performance and recommend adjustments when necessary. Partnership, Coordination and Representation Represent the organization in humanitarian coordination forums, cluster meetings, and government coordination meetings. Strengthen partnerships with UN agencies, NGOs, camp authorities, and local stakeholders. Facilitate donor visits and support communication with stakeholders. Monitoring, Evaluation and Accountability Ensure implementation of MEAL systems for tracking indicators and outputs. Monitor progress against project indicators and targets. Promote accountability to affected populations through feedback mechanisms. Team Leadership and Capacity Building Provide supervision and leadership to project managers, technical coordinators, and field staff. Manage a team of approx. 60 people. Conduct performance reviews and capacity development initiatives. Promote collaboration and team effectiveness across project components. Reporting and Documentation Ensure timely submission of donor reports and internal reports. Maintain documentation systems aligned with donor requirements. Document lessons learned and support development of future proposals. End Result: Provide overall leadership and direction to ensure the project achieves its objectives, targets, and humanitarian outcomes aligned with the project logframe and sector standards. Oversee implementation across sectors (Protection, GBV, Child Protection, WASH or other components), ensuring timely execution of activities and integration across teams. Ensure full compliance with OCHA CBPF financial and procurement guidelines, budget monitoring, and adherence to reporting timelines and audit requirements. Represent the organization in sector coordination meetings, donor engagements, government forums, and humanitarian coordination platforms. Ensure project monitoring systems, quality assurance mechanisms, and accountability to affected populations are integrated across all sectors. Supervise project managers, technical coordinators, and sector leads; support performance management and staff development. Ensure timely submission of donor reports, internal updates, and documentation of lessons learned and best practices. Required Education, training, license, registration, and/or Certification: Masters degree in international development, Social Sciences, Public Health, Humanitarian Studies, or related field. Required Professional Experience: Minimum 710 years of experience in fast pace humanitarian response management, preferably in refugee or emergency contexts in Coxs Bazar. At least 5 years in senior programme leadership roles managing multi-sectoral humanitarian response projects. Experience managing grants from UN, or major donor-funded projects. Demonstrated experience in team leadership and coordination of large humanitarian programmes. Required Skills: Strong programme management and leadership skills. Financial management and donor compliance expertise. Strategic planning and problem-solving skills. Strong coordination and stakeholder engagement abilities. Knowledge of humanitarian coordination mechanisms and cluster systems. Conflict management and negotiation skills. Required Language(s): Fluency in English (written and spoken). Knowledge of Bangla desirable. Required travel and/or work environment accommodations: Frequent travel to camps and field locations in Ukhiya and Teknaf. Ability to work in challenging humanitarian environments. Salary: Negotiable Availability: Candidates with immediate joining availability will be given preference. Workplace: On-site (office-based) Employment Status: 6month contractual position, with the possibility of extension subject to donor approval.
