Result of Service
DELIVERABLE 1 Work plan and schedules detailing planned technical field missions and activities in each municipality. DELIVERABLE 2 Diagnostic report on the methodologies applied in local services and how they may be adapted to serve the typical profile of users who fall under the category of victims or potential victims of forced labour or trafficking in persons. DELIVERABLE 3 Diagnostic report on the municipal legislation regulating the Unified Social Assistance System (SUAS) and the provision of emergency benefits in the supported municipalities. DELIVERABLE 4 Document containing proposals for adapted or innovative methodologies for assisting victims of trafficking in persons and forced labour in the region, co-developed with local teams. DELIVERABLE 5 Guidance document with proposals for criteria, formats, and operational mechanisms (including partnerships) to be considered and incorporated into municipal legislation, as well as proposals for legal texts (draft bills, amendments, etc.) for the revision or creation of municipal laws that provide for the granting of emergency benefits to victims of trafficking and forced labour. DELIVERABLE 6 Final report consolidating all activities carried out, deliverables submitted, findings, recommendations, and lessons learned in each municipality and for the region as a whole.

Duties and Responsibilities
The assignment will be carried out under the overall supervision of the UNODC Representative in Brazil. Under this supervision, the Consultant will be responsible for carrying out the following tasks: Conduct periodic and scheduled technical field missions to social assistance units (CRAS, CREAS, Centro POP, shelter services) and to the municipal management bodies in Santarem, Itaituba and Jacareacanga; Promote periodic dialogues and meetings with managers and technical teams in the beneficiary municipalities in order to provide technical support and methodological guidance; Carry out qualified listening with municipal and state managers and technical teams, as well as service users, to identify demands, challenges and local perceptions regarding the phenomena addressed; Collaborate with local teams in the development and adaptation of social work methodologies and responses tailored to territorial specificities and to populations in situations of vulnerability and social risk; Provide technical support and methodological guidance to local teams for the implementation of social work methodologies, supporting their incorporation into into service delivery, monitoring progress, supporting any necessary adjustments, and promoting the standardization of practices in line with MDS technical guidelines; Systematize experiences, challenges and good practices achieved through the implementation of activities in the territory; Support MDS in the development of guidance materials or booklets, systematizing the experience of designing and implementing new methodologies and legislative frameworks grounded in the territorial context; Conduct an assessment of municipal legislation regulating SUAS and emergency benefits in the supported municipalities; Propose and guide the drafting of templates and/or recommendations for the revision of municipal legislation to include specific assistance for victims of trafficking in persons and slave labor, in line with CNAS Resolution No. 213/2025. The Consultant shall, in partnership with UNODC, contribute to the technical support and advisory aspects of the implementation of the activities and deliverables listed in these Terms of Reference, participating in in-person and virtual meetings whenever necessary.
Qualifications/special skills
An advanced university degree (Masters degree or equivalent) in Social Work, Psychology, Sociology, International Relations, Law, Anthropology or a related field is required. A first-level university degree in similar fields in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of two (2) year of professional experience in the area of evaluation, implementation, monitoring, or development of public policies in the field of social assistance and/or human rights, necessarily carried out within the past ten years, is required. Demonstrated experience working within the Unified Social Assistance System (SUAS), in the management and provision of social assistance services, programs, and benefits is required. Experience with the implementation of anti-trafficking in persons policies is desirable. Experience with the implementation of public social assistance policies is desirable. Research experience on trafficking in persons, forced labour, and/or migration is desirable. Participation in training on anti-trafficking in persons is desirable. Experience with the evaluation and/or formulation of public policies in the social field is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in Portuguese is required. Knowledge of another United Nations Language is an advantage.
