This position is located in Tyre, Lebanon, supporting UN operations in Tyre and southern Lebanon. The Field Security Associate (FSA) will report to the UNDSS Chief Security Adviser (CSA) for Lebanon (or his/her delegate) and assist in the implementation of security operations and all matters relating to the safety and security of UN personnel in the Area of Responsibility.

Responsibilities

Within limits of delegated authority and depending on location, Field Security Associates at this level may be responsible for the following duties: 1. Security Information & Coordination:

  • Assist the Chief Security Adviser and/or his/her delegate in collecting, updating, and communicating information regarding the security situation in the Area of Responsibility (AoR) Liaise and coordinate, as appropriate, with host government security organizations and personnel, including provincial authorities, military, and police, as well as non-governmental security actors.
  • Help assess the local security situation and ensure adequate gathering and verification of security information for analysis. Communicate information on security issues to heads of UN agencies and provide host country security advice to UNDSS as required.
  • Maintain regular contact with Security Focal Points of UN agencies in the area. 2. Assists in maintaining the Security Plan, including updating staff lists:
  • Helps in the preparation and review of the UN Security Plan;
  • Supports actions during the implementation of the Security Plan, as required.
  • Provide technical assistance and participate in Area/Security Management Team meetings as needed.
  • Monitor the implementation of security risk management measures as recommended in Security Risk Management (SRM) processes for the AoR.
  • Support the Chief Security Adviser in managing security-related budgets or cost-sharing arrangements, if applicable (e.g. local cost-share security budget). 3. Assists with the monitoring of the security measures implementation as recommended in the Security Risks Management (SRM) process for the AoR. 4. Assists in reporting security incidents affecting UN staff, offices and assets, and assists in the preparation of security reports, such as the Security Incident Report and other Security Assessments. 5. Support the preparation of other security documentation such as Security Incident Reports and weekly/monthly situation reports on the security environment. 6. Provides support in organizing and conducting training courses on security awareness and preparedness and providing security orientation to newly assigned staff members. Conducts security briefings, as required. 7. Provide security orientations and briefings to newly arrived staff members and visiting missions, ensuring they are informed of local security conditions and procedures. 8. Conduct security briefings for staff and dependents as required. 9. Performs other security-related tasks:
  • Provides support in conducting security evaluations and provides advice on Residential Security Measures of UN staff, as well as on latest trends and threats to staff safety and security;
  • Establishes and maintains warden system and keeps update of information related to UN offices and residences;
  • Maintains liaison with commercial approved security companies used for UN security at offices and residences in order to facilitate the effective and efficient use of the guard force. 10. Provides general administrative assistance:
  • Maintains routine and confidential correspondence files/documents;
  • Maintains a database on contact details of host country security authorities;
  • Arranges appointments, receives visitors, places and screens telephone calls with discretion, and takes minutes and/or notes at meetings. Drive UN vehicles as necessary. 11. Performs other duties as assigned. Work Experience Seven (7) years of work experience in security, risk or disaster or emergency areas with security responsibilities, in the public or private service areas, such as national security, military or police, or in a corporate environment is required. The minimum years of relevant experience is reduced to five (5) years for candidates who possess a first-level university degree or higher. Experience in the use of Microsoft applications i.e. Word, Excel Access and Powerpoint is required. Experience with the UN system or an international NGO is desirable.
