Org. Setting and Reporting
The temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The incumbent is responsible for effective management and supervision of engineering projects related to water and sanitation, and their preventive maintenance programme. The tradesmen and staff under direct supervision are well guided and able to efficiently perform work assigned. Water, sanitation, borehole construction and maintenance projects progress is in accordance with planned schedules. Site safety procedures are known to personnel for the performance of their assigned duties. The temporary position is based in Port au Prince and is located in the Engineering and Facilities Maintenance Section, The Water and Sanitation Engineer will report to Chief of Engineering and Facilities Maintenance Section, Engineering P5, or designated Engineer.
Responsibilities
Within delegated authority, the Water and Sanitation Engineer, P-3 will be responsible for the following duties: Planning
- Contribute to planning and managing the operation of the Water and Sanitation Engineering Unit, for both current as well as future mission’s requirements.
- Analyze and advise on the planning, design, construction and maintenance of wastewater systems, including collection, treatment and discharge.
- Conceptualize and develop mission specific water supply program and relevant water safety plans.
- Prepare Water and Sanitation Unit budget as part of the overall Engineering and Facilities Management Section Budget.
- Provide inputs to raise requisitions for the procurement of Water and Sanitation Unit budget as part of the overall Engineering and Facilities Management Section Budget.
- Contribute to analysis and advise on the planning, design, construction and maintenance of water supply systems, including source development, treatment, storage and distribution.
- Evaluate, review and revise project documents, and analyze design specifications included in project proposals for accuracy, soundness, feasibility and cost. Operations.
- Supervise the technicians and vendors deployed under the three main elements of Water, Wastewater and Solid Waste.
- Implement the Department of Operational Support (DOS) environmental policy, Engineering Support Manual and other related guidelines in regard to Water and Sanitation issues and advise on the planning, design and construction of Water, Wastewater Sanitation facilities and infrastructure in line with such guidelines.
- Implement DOS’ environmental guidelines and advise on the planning, design, construction and maintenance of environmental systems and services and other environmental engineering activities in the mission.
- Recommend solutions to water, environmental and sanitary engineering problems as they arise. Administration
- Develop mission policy and guidelines for general planning, operation and maintenance of the water, environmental and sanitation programs.
- Develop teamwork and close coordination with missions other engineering units, military engineer officers, and procurement section.
- May act as a head of the Unit.

Work Experience A minimum of five (5) years of progressively responsible experience in water and sanitation engineering aspects or related fields is required. Experience supervising technicians and/or overseeing outsourced contractors, including work planning, monitoring, quality control, HSE compliance and validation of completed works is required. Experience in developing and monitoring engineering budgets and in contract management is required. Experience in the use of Microsoft Office Suite, including Excel, Word, PowerPoint, Share Point and Microsoft Teams is required. Experience with CMMS/asset management tools and/or data dashboards (e.g. Power BI or similar) is desirable. Experience providing services in the field of Engineering to or in a field operation of the United Nations Common System or a comparable international organization, or in post conflict environment or military operations is desirable. Languages English and French are the working languages of the United Nations Secretariat. For this job opening, English is required. Either French or Spanish is desirable.
