The Housing Alliance of Pennsylvania is a statewide coalition dedicated to increasing access to safe, decent, and affordable homes. We organize, unify, and amplify the voices of people and organizations that recognize that every Pennsylvanian needs access to a safe, decent, and affordable home. We advocate for increased funding and improved state and federal public policy, promote solutions to take affordable housing strategies to greater scale, and convene our network to learn from each other and about new ways to address common challenges.

Our network includes organizations providing housing and supportive services to lower-income families, as well as people who have experienced housing instability and homelessness.

Location

The successful candidate can be based anywhere in Pennsylvania and must be able to work remotely. Philadelphia based candidates have the option of an office location either full or part time. Frequent travel to Harrisburg is expected.

About the Position

The Policy Director leads the development and advancement of the Housing Alliances policy and legislative agenda. This position combines policy strategy, legislative advocacy, and partner engagement to advance housing and homelessness solutions at the state and federal levels.

The position includes direct advocacy with policymakers as well as collaboration with partner organizations and people with lived experience to inform and advance the organizations policy priorities.

Responsibilities

POLICY & LEGISLATIVE STRATEGY

  • Lead development and implementation of the annual policy and legislative agenda.
  • Coordinate partner and member input to inform policy priorities.
  • Propose and develop legislative and administrative policy solutions.
  • Track and analyze state and federal legislation, budgets, and regulations.
  • Attend legislative hearings, committee meetings, and policy briefings.

EDUCATION & DIRECT ADVOCACY

  • Build and maintain relationships with state and federal legislators, legislative staff, and government agencies.
  • Propose, schedule, and attend meetings with policymakers to advance the organizations legislative agenda.
  • Respond to requests from legislators, staff, and partner organizations regarding policy positions and legislative developments.
  • Plan and coordinate site visits and briefings for policymakers with partner organizations.

GRASSROOTS AND GRASSTOPS ENGAGEMENT

  • Engage local organizations in advocacy efforts across key legislative districts.
  • Organize and oversee Advocacy Days in Harrisburg and Washington, DC.
  • Convene partners in committees, working groups, and advisory councils.
  • Support engagement of people with lived experience in advocacy efforts.
  • Track partner engagement and help refine advocacy strategies.

COMMUNICATIONS & POLICY EDUCATION

  • Coordinate with staff to develop policy materials, analysis, and messaging.
  • Prepare legislative reports and policy updates for internal and public audiences.
  • Draft action alerts, newsletter content, and website updates related to advocacy opportunities.
  • Provide talking points and policy information for media outreach.
  • Support workshops and sessions during the organizations annual conference.

PARTNERSHIP DEVELOPMENT

  • Build and maintain relationships with local, state and national organizations working on housing, homeless assistance, and community development policy.
  • Coordinate collaborative advocacy strategies with coalition partners.

SUPERVISION & ORGANIZATIONAL SUPPORT

  • Contribute to grant proposals and reports related to policy initiatives.
  • Perform other duties as assigned.

Requirements

  • Knowledge of the Pennsylvania public policy process and political landscape.
  • Experience in legislative advocacy and policy development.
  • Ability to work effectively with individuals with diverse political perspectives.
  • Highly organized, analytical, and detail oriented.
  • Excellent written and verbal communication skills, including public speaking.
  • Ability to communicate complex policy issues clearly.
  • Experience working with coalitions and partnerships.

Qualifications

  • Bachelors degree or equivalent experience in public policy, public administration, urban planning, political science, or a related field.
  • Significant experience in housing, homelessness, or community development policy and advocacy.
  • Supervisory or leadership experience preferred.
  • Travel required; must possess a valid drivers license.

Salary: $80,000 100,000 based on experience;Initial offers are typically made toward the lower end of the range, with opportunities for progression based on performance and tenure. Compensation is reviewed regularly and may increase based on demonstrated skills and experience over time.
