About the Project

The “Comm-Unity Resilience and Transformation” (CREATE) Project, funded by the Bureau of International Narcotics and Law Enforcement Affairs (INL), aims to counter gang recruitment and youth crime in five hotspot communities across Jamaica. The project uses an evidence-based, multidimensional approach to address the complex needs of at-risk youth.

Job Summary

PADF is seeking a senior consultant to serve as the Case Management Coordinator for the CREATE project. You will coordinate and supervise a team of 10 case managers working with 500 at-risk youth. Your primary responsibility will be to oversee the entire case management cycle—from risk assessment to case closure—ensuring high-quality, evidence-based services are provided while developing robust referral mechanisms with social service partners.

  • Contract: Consultancy, approx. July 8, 2025 - August 31, 2026

Key Responsibilities:

  • Supervise a team of 10 case managers, including conducting case file audits and review meetings.
  • Oversee risk screening, assessment, and intake of new clients.
  • Develop and implement standardized protocols and best practices for case management.
  • Model effective intervention techniques and provide direct observation and feedback.
  • Allocate and balance caseloads among case managers.
  • Develop and strengthen a referral mechanism with partner organizations.
  • Ensure all client records are updated and maintained with confidentiality.
  • Provide weekly progress updates to the PADF Project Team.

Required Qualifications:

  • Master’s degree in Social Work, Psychology, Counseling, or a related field.
  • At least 5 years of experience in case management principles and techniques.
  • At least 5 years of experience administering the Ministry of National Security’s Jamaica Risk Assessment Tools.
  • At least 5 years of direct experience working with at-risk youth.
  • Expert knowledge of Jamaica’s Child Care and Protection Act.
  • Strong supervisory, coaching, crisis intervention, and report writing skills.

Contract and Compensation:

This is a fixed-price, deliverable-based consultancy. Candidates are expected to price out the cost for each deliverable in their proposal. The final rate will be negotiated. Project-related travel and per diem costs will be reimbursed separately by PADF.
