The Women’s Economic Empowerment through Cashew Processing Program (WEECAP), implemented by Winrock International and funded by the Mastercard Foundation, is a five-year initiative transforming the West African cashew sector in Côte d’Ivoire, Guinea-Bissau, and Senegal. WEECAP aims to align inclusion and competitiveness to capture global demand, attract investment, and create 330,000 jobs for young women and men by connecting suppliers, structuring value chains, and mobilizing financial solutions.
Position Overview (Job Summary)
The WEECAP program seeks a Consultant - Supply Chain Linkages Specialist based in Senegal. This crucial role focuses on strengthening market connections, improving efficiency, and ensuring sustainable sourcing within the cashew value chain. The consultant will be responsible for developing strategic plans, analyzing market trends, facilitating stakeholder engagement (processors, producers, buyers), supporting compliance with traceability and certification standards, and reporting on key performance indicators. The specialist will act as a key interlocutor to improve access to raw materials and enhance overall value chain linkages.
Key Responsibilities:
- Strategic Planning: Develop a work plan with tangible goals and timelines to establish linkages among cashew stakeholders in Senegal.
- Market System Development & Supply Chain Strengthening: Analyze market trends, identify new business opportunities, and strengthen existing interventions to enhance supply chain efficiency and sustainability.
- Stakeholder Engagement & Partnership Development: Establish and maintain relationships with cashew processors, producer organizations, buyers, equipment manufacturers, and service providers. Coordinate with government agencies, NGOs, and the private sector.
- Traceability & Certification Compliance: Implement and oversee traceability systems and support stakeholders in obtaining relevant certifications (e.g., organic, fair trade, food safety).
- Data Analysis & Reporting: Conduct diagnostics and assessments, track KPIs, and prepare reports to communicate findings and recommendations.
Qualifications and Preferred Experience:
Education:
- Bachelor's or Master's degree in Supply Chain Management, Agribusiness, Economics, or a related field.
Experience:
- Minimum of 5 years of experience in agricultural supply chains, preferably in the cashew sector.
- Experience working in Senegal’s agricultural sector, particularly in cashew processing and sourcing.
- Familiarity with regional trade dynamics and market access strategies for cashew.
- Strong analytical skills and ability to interpret market trends and production data.
- Experience in stakeholder engagement and partnership development.
- Knowledge of traceability systems, certifications, and food safety standards.
- Excellent communication and organizational skills, with a preference for structured presentations and visual representations.

- Engagement des parties prenantes et développement de partenariats: Établir et maintenir des relations avec les transformateurs, les organisations de producteurs et les acheteurs.
- Conformité en matière de traçabilité et de certification: Mettre en œuvre des systèmes de traçabilité et soutenir les certifications.
- Analyse des données et rapports: Réaliser des diagnostics, suivre les KPI et préparer des rapports.
Qualifications :
- Licence ou Master en Gestion de la Chaîne d’Approvisionnement, Agroalimentaire, Économie ou domaine connexe.
- Minimum 5 ans d’expérience dans les chaînes d’approvisionnement agricoles, de préférence dans la filière cajou.
