Advisor, Health Governance and Financing

The Pan American Health Organization (PAHO), Regional Office for the Americas of the World Health Organization (WHO), is seeking a highly qualified, strategic, and results-oriented Advisor, Health Governance and Financing to provide leadership and technical expertise in strengthening health governance, leadership, policy, and financing in support of Universal Access to Health and Universal Health Coverage.
Under the general supervision of the Director, Health Systems and Services (HSS), and the direct supervision of the Unit Chief, Human Resources for Health (HSS/HR), the selected candidate will:
Provide strategic and technical advice to strengthen health governance, leadership, policy, and planning in alignment with regional and global health strategies.
- Support Member States in the design, implementation, monitoring, and evaluation of national health plans based on the Primary Health Care approach.
- Contribute to health systems reform and transformation processes to improve equity, efficiency, and resilience.
- Provide technical support on health financing policies, budget processes, and financial protection mechanisms.
- Strengthen leadership capacities, social participation, and intersectoral coordination to address social determinants of health.
- Promote evidence-based decision-making through the dissemination of technical and scientific information.
- Coordinate networks, partnerships, and resource mobilization initiatives to support health systems strengthening. For a complete list of functions, please refer to the post description . What is required for this position? Education A university degree in one of the health, social, or management sciences and a masters degree in health governance, health policy, public health or other field related to public health from an accredited institution. Experience Nine years of combined national and international experience in areas related to health systems development, health governance, leadership and health policy and planning. Experience should include direct implementation of health policies and plans, preferably through inclusive and participatory processes, and work with other sectors, in particular the social and economic sectors, to address the social determinants of health. Languages Very good knowledge of English or Spanish with working knowledge of the other language. IT Skills Demonstrated ability to effectively use current technology and software, as well as Enterprise Resource Planning (ERP). Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential. - Strong oral and written communication skills, including drafting high-level technical documents.
- Capacity to build partnerships and coordinate with multiple stakeholders at national and international levels.
