CONTEXTE
Fournir des analyses et des contributions aux activites de la chaine d’approvisionnement et/ou contribuer aux operations de la chaine d’approvisionnement sur le terrain, en suivant une approche de chaine d’approvisionnement efficace et integree repondant aux besoins d’assistance alimentaire des beneficiaires et aux exigences de prestation de services des partenaires.
OBJECTIFS ATTACHES AU POSTE
Collecter, analyser et communiquer les informations afin d’optimiser l’efficacite des operations et activites logistiques.
PRINCIPALES FONCTIONS ET RESPONSABILITES (liste indicative et non exhaustive):
Sous la supervision directe du Chef de la chaine d’approvisionnement, le/la titulaire de poste effectuera les taches suivantes, couvrant tous les aspects des operations de corridor et en amont :
Etablir des rapports pour tous les produits non alimentaires et denrees alimentaires attendus par voie terrestre, indiquant la localisation et le statut des cargaisons (date de depart prevue, date de depart attendu et date d’arrivee prevue a destination).
Definir la strategie logistique conformement aux politiques et procedures du PAM et assurer l’integration efficace des operations logistiques.
Developper et maintenir des outils de suivi des activites du corridor en amont.
Garantir le bon fonctionnement des systemes de comptabilite, de rapportage et de controle interne, ainsi que la tenue a jour de tous les documents pertinents.
Evaluer les offres des transitaires et preparer les dossiers a soumettre au comite de passation des marches local.
Mettre en place le mecanisme optimal d’attribution des cargaisons aux transitaires.
Assurer l’exactitude des rapports et renforcer les systemes de controle interne afin d’optimiser la flexibilite operationnelle.
Encadrer le personnel selon les besoins.
Effectuer toute autre tache connexe qui pourrait etre confiee.
Analyser les donnees du corridor en amont pour le pays et partager ces informations avec les autres unites fonctionnelles et la direction afin de faciliter la prise de decision.
Optimiser l’utilisation des systemes d’information du PAM (LESS, DOTS, PRISMA, WINGS, etc.) pour une meilleure analyse et un meilleur rapportage.
S’assurer que tous les produits non alimentaires et denrees alimentaires du PAM sont dedouanes dans les delais et correctement suivis en amont.
Developper un partenariat solide avec les parties prenantes internes et externes concernees.
QUALIFICATIONS & EXPERIENCE REQUISES
Education:
Diplome universitaire (BAC+5) en economie des transports, gestion de la chaine dapprovisionnement, logistique, ingenierie, gestion dentreprise ou domaine connexe, ou diplome universitaire de premier cycle complete par plusieurs annees dexperience professionnelle pertinente et/ou des formations.
Experience:
Au moins un an dexperience professionnelle acquise apres lobtention du diplome, idealement dans les operations logistiques. Une experience dau moins trois ans en tant que responsable des operations dans un domaine de gestion constitue un atout.
Connaissances & Competences :
Experience/ Connaissance des procedures et reglementations douanieres de la RDC (souhaitable).
Excellente connaissance des termes et processus du commerce international.
Excellentes aptitudes a la negociation.
Experience aupres dagents en douane operant en RDC et connaissance des acteurs concernes (souhaitable).
Languages:
Maitrise (niveau C) du francais et connaissance intermediaire (niveau B) de langlais.
